Position SummaryMidnight Sun is seeking a Technical Project Manager in support of the DOL Office of Workers' Compensation Programs with demonstrated experience managing large and complex IT modernization and migration projects. This position is responsible for executing and managing approved projects from inception through deployment, while monitoring complex workflows and aggressive deadlines.
Duties/Responsibilities- Provides project management (PM) support technical PMO to the DAO Branch of Medical Standards and Operations (BMSO).
- Leads assigned BMSO projects, coordinating and overseeing all aspects through completion, including creating technical analyses and related documentation, process flows, review of Contractor-submitted technical deliverables, and recommendations to the OWCP PMO regarding solutions to technical issues.
- Establishes deadlines for assigned projects, sets tasks, and monitors and summarizes progress through interfacing with all BMSO and PMO resources.
- Supports the Workers' Compensation Medical Bill Processing (WCMBP) contract Project Manager and BMSO PMO with schedule management, recommends to streamline procedures, and identifies potential risks and mitigations.
- Prepares project status reports for DAO management upon request.
- Works concurrently with multiple internal and external business and IT stakeholder groups both Government and Contractor.
- All other duties as assigned.
- Bachelor's degree in Information Systems, Engineering, Software Engineering, Computer Science, or similar technical disciplines.
- Project Management Professional (PMP) certification preferred.
- Minimum of seven years experience with workers' compensation bill processing or a related field.
- Minimum of eight years of project management experience on managing large and complex IT modernization and migration projects, specifically large software/system development.
- Five years experience in Information Systems, Engineering, Software Engineering, Computer Science, or similar technical disciplines preferred.
- Experience with analyzing, defining, and documenting business and system requirements.
- Excellent written and verbal communication skills.
- Knowledgeable in managing large IT projects involving multiple external and internal integration and dependency points.
- Direct or indirect experience with the Center for Medicare and Medicaid Services (CMS) preferred.
