Work will include providing grant assistance, project, and technical assistance to Water systems located in the Mojave Water Agency (MWA) service area located in San Bernardino County, California. The work will target disadvantaged communities (DACs), since DACs most often do not have the resources available to successfully design and implement proper Water solutions. Small Water districts and mutual water companies that serve DACs often lack training and experience in regulatory compliance and long-term system sustainability.
They also suffer from lack of skills or staffing to secure federal and state funding via grant and loan programs.
The project service area is in San Bernardino County (candidate from the High Desert Region of San Bernardino County required).

ResponsibilitiesWater Technical Assistance: will assist entities by providing technical assistance resources to resolve any Water issues to become compliant with changing regulatory requirements. Topics can include establishing new rate schedules; setting up proper testing methods; understanding changing and complex government regulations; developing a Sanitary Sewer Management Plan; and training on operator certification requirements. Water topics/activities may include:
- Meeting with Water and water systems and other related entities to bring about consensus for looking at a potential Water project.
- Meeting with local regional board and SWRCB staff regarding potential Water projects.
- Reviewing existing Water treatment plant operations to identify what additional treatment would be required for a Water project.
- Listing significant milestones that would be required to successfully complete a potential project.
- Liaison between project entities, funding entities and regulators.
Water Project Assistance:
If a potential project is identified and the system is ready to move forward, the Water Specialist would:
- Assist project entity with identifying, selecting and managing professional firms to provide preliminary engineering, cost estimates, CEQA, regulatory compliance and completion of funding applications.
- Provide project entity with project management assistance (e.g., consultation, attend project meetings, review preliminary design report and iterations of plans and specifications, respond to regulatory and governmental entities, assist on project issues, be available to attend board and council meetings as needed, attend construction meetings, and assist with selection of contractor, construction manager and inspectors, represent project entity as directed).
- Travel for extended periods of time throughout the state by car or airplane.
- Ability to lift 20lbs or less.
- Sitting, standing or walking for long periods of time.
- Use of office equipment, i.e., computers, fax, copiers, phone equipment, etc.
- Hearing and vision within normal ranges with or without correction.
- BA preferred.
- CA Driver’s License.
- Access, Excel, Word, Outlook, Typing, Teams.
- Good oral communication skills.
- Ability to adapt to change, learn new skills rapidly and respond well to a variety of personalities.
- CA SWRCB Water Level 2 or CA P.E. Certification.
