JOB SUMMARY
Are you a visionary leader ready to shape the future of municipal infrastructure? The City of Victoria, Texas is seeking an experienced and innovative Director of Public Works to lead a dynamic team responsible for essential city services-water, wastewater, streets, drainage, solid waste, and fleet management.
As the Director of Public Works, you will provide executive-level leadership and strategic direction across all Public Works divisions. You'll oversee infrastructure operations and capital planning, manage multimillion-dollar budgets, and ensure compliance with state and federal regulations (TCEQ, EPA, OSHA). PRINCIPAL DUTIES AND RESPONSIBILITIES
- Provide strategic leadership and direction for all divisions within the Public Works Department.
- Establish and manage departmental goals, policies, and operational procedures to support organizational priorities.
- Oversee the development and administration of multimillion-dollar budgets, ensuring efficiency, accountability, and fiscal stewardship.
- Ensure full compliance with local, state, and federal regulatory requirements, including those set by TCEQ, EPA, and OSHA.
- Serve as the primary departmental liaison to City Council, advisory boards, and commissions.
- Lead the implementation and oversight of stormwater, floodplain, and drought management initiatives.
- Foster transparent and responsive service delivery through active engagement with residents, employees, and community partners.
Work is performed in a standard office environment. Some field work may be required which includes exposure to various outdoor weather conditions. May be required to climb ladders, traverse uneven surfaces, and lift and move objects weighing up to 50 pounds.
REQUIRED QUALIFICATIONS
- Bachelor's degree in Engineering, Management, Business, or related field
- Minimum of 7 years of progressive public works experience, including supervisory or managerial roles
- Valid Texas Driver's License (or ability to obtain)
- Preferred:
Class "B" or "A" Surface Water and Wastewater license - Experience working with elected officials and municipal leadership
- Knowledge of floodplain management and capital project delivery
- Proven ability to lead teams through change and drive continuous improvement
