Tres Power Port Station and Tres Power City Station in Victoria, Texas, are simple-cycle natural gas peaking facilities delivering fast-start generation and reliable grid support. Each site operates two GE LM6000 combustion turbine units rated at approximately 40 MW each, providing flexible capacity to meet peak demand and maintain system reliability. Both facilities use remote monitoring capabilities for real-time operational oversight, enhancing responsiveness, performance optimization, and efficient fleet management.

Summary

The Plant Manager leads operations, maintenance, safety, compliance, and administrative programs at both Tres Power Port and Tres Power City Stations, ensuring safe and reliable generation. Responsibilities include overseeing staffing, training, and personnel development, maintaining qualifications and engagement, and providing hands‑on operational support as needed.

Acting as the primary interface with the Owner, regulatory agencies, and the local community, the Plant Manager manages project and commercial agreements, budgets, and compliance with safety, environmental, and contractual requirements. The role also enhances the facilities’ and Owner’s reputation while driving operational excellence and continuous improvement across both stations.

Your scope of responsibility as Plant Manager includes the following primary functions:
  • Provide overall leadership and governance across both facilities by establishing clear expectations, reinforcing accountability, and ensuring policies and procedures align with operational objectives, regulatory requirements, and industry standards.
  • Champion a proactive safety culture at both Tres Power Port and Tres Power City Stations by promoting safe work practices, reinforcing safety expectations, and ensuring personnel remain vigilant in protecting themselves, coworkers, and contractors.
  • Ensure compliance with environmental permits, regulatory requirements, and landowner agreements for both facilities, including preparation and timely submission of required compliance reports.
  • Direct and integrate core plant programs—including operations, maintenance, safety, chemistry, training, administration, NERC compliance, and environmental QA/QC—across both stations to sustain safe, efficient, and reliable generation.
  • Administer the Management of Change (MOC) program for both facilities to ensure all modifications to equipment, processes, and procedures are properly reviewed, approved, documented, and communicated prior to implementation.
  • Develop workforce staffing strategies and qualification frameworks across both sites, ensuring required certifications and competencies remain current and compliant.
  • Strengthen organizational capability by identifying skill gaps, providing coaching and career development guidance, and supporting initiatives that enhance employee engagement, morale, and retention at both stations.
  • Oversee operational performance and reliability by supporting Operations and Maintenance personnel at both locations, assisting with troubleshooting efforts, and coordinating specialized technical resources when needed.
  • Plan and execute scheduled and forced outages across both facilities, optimizing schedules, resources, and work scope to improve reliability, control costs, and maximize generation availability.
  • Serve as the primary liaison to regulatory agencies and community stakeholders for both stations, fostering positive relationships and promoting the facilities’ reputation as responsible and engaged neighbors.
  • Administer and ensure compliance with commercial and contractual obligations—including O&M agreements, fuel supply contracts, power sales agreements, service agreements, and interconnection requirements—for both locations.
  • Oversee procurement strategy and vendor management activities across both sites, including administration of major service agreements and supplier performance oversight.
  • Manage financial performance for both stations by developing operating and capital budgets, monitoring expenditures, forecasting costs, and applying cost‑control practices to ensure fiscal discipline and accurate reporting.
