Position: Line Location Technician

Overview

Under the direction of the Lead Line Location Technician, provides skilled and technical field work requiring the accurate and efficient locating of IRCDUS existing underground utilities including water distribution mains and services, reclaimed water mains, wastewater gravity collection mains, force mains, raw water mains, electric and fiber services. This is done using hand tools, electronic locators, ground penetrating radar, electronic utility GIS systems, atlas maps, and as-built drawings, etc.

The position performs a variety of routine and non-routine tasks including special projects. Working within established policies and procedures, the position requires the ability to learn complex processes quickly and retain information, work independently, prioritize work, identify opportunities for improvement and problem solve, exercise discretion, be highly organized and detail-oriented, and maintain confidential information.

Responsibilities
  • Provides accurate locations of IRCDUS underground utilities in a safe and efficient manner.
  • Operates with a high degree of efficiency the various job-related equipment to provide accurate and efficient locates, as requested by customers, contractors, and other IRC departments.
  • Physically excavate and probe water mains, valves, and/or services to verify depth, size, and material.
  • Properly set up and maintain Maintenance of Traffic as required for safe operation of job duties.
  • Keeps accurate time and material records.
  • Prepares accurate reports for distribution to engineering to provide an accurate update of key maps.
  • Update GIS record-keeper if field work conflicts with GIS database.
  • Keeps accurate records of work performed for follow-up and feedback to customers, contractors, or other IRC departments.
  • Ensures trucks, tools, and equipment are kept clean and ready for use, and the truck is stocked with items needed to perform daily assignments.
  • Performs daily vehicle safety checklist before leaving the compound in the morning and upon return at the end of the day.
  • Assists other departmental employees, as required.
  • Assists in training other departmental employees, as required.
  • Performs mentoring duties to new employees, as assigned.
  • May be assigned to shift work. May be required to work weekends and holidays. May be required to respond to after-hours calls.
  • Will be required to participate in on-call rotation for response to after-hours calls.
  • Familiarity and ability to safely load, haul, and unload heavy construction equipment requiring large multi-axle trucks and equipment.
  • Familiarity and ability to safely operate large vacuum trucks.
Education/Experience

High school diploma or GED supplemented by additional experience in the operations of semi-sophisticated electronic, computer locating equipment and other industry-standard equipment and a minimum of six (6) months of experience relating to underground utilities.

Licenses, Certifications, or Registrations
  • Must possess a Florida Level 3 Water Distribution System Operator License or obtain within eighteen (18) months of employment.
  • Must be certified in Backflow testing and repair or obtain within six (6) months of employment.
  • Must possess or obtain within the first ninety (90) days of employment a valid Florida Class "A" Commercial Driver's License with “Tanker” endorsement.
Knowledge, Abilities, and Skills
  • Knowledge of Florida State Statute 556
  • Considerable knowledge of water distribution, wastewater collection systems, and all related equipment.
  • Thorough knowledge of materials, tools, equipment, and methods commonly used in general advanced activities, particularly in the accurate locating of underground utilities.
  • General knowledge of administrative reporting requirements of federal, state, and local regulatory agencies.
  • Thorough knowledge of the occupational hazards, standard safety precautions, safe work methods, and related safety devices associated with a utility company.
  • Knowledge of the geographical work area.
  • Ability to communicate effectively, and establish and maintain harmonious relationships with supervisors, customers, other employees, other departments, other governmental and regulatory agencies, and the general public, as needed.
  • Ability to understand, and follow quickly and accurately brief oral and written instructions on moderately complex matters.
  • Ability to efficiently handle emergencies and multiple tasks simultaneously.
  • Ability to operate a computer/laptop/hand-held devices and associated software.
  • Ability to accurately read and interpret as-builts, blueprints, diagrams, sketches, construction plans, and key maps of underground utilities systems.
  • Ability to accurately prepare reports and keep records.
  • Ability to train other departmental employees, as required.
  • Ability to perform mentoring duties to new employees, as assigned.
  • Ability to maintain good job-related physical condition and health, and sufficient physical strength to perform heavy, manual-type labor encountered in the work area within the limits of sound safety…
