An Animal Services Manager is responsible for the complete oversight of a shelter's day-to-day operations, including animal care, staff and volunteer supervision, financial management, facility maintenance, and community relations. This role requires a blend of management, communication, and animal handling skills to ensure the well-being of the animals and the success of the organization. Works closely with the Animal Control Division with respect to the impounding of stray, sick and dangerous animals.

This is an emergency essential classification. Upon declaration of a disaster and /or emergency, all employees in this classification are required to work. Work is performed under the general direction of the emergency services director and is reviewed through conferences, reports and observation of results obtained.

Animal Care and Wellness
  • Daily Oversight:
    Ensure all animals receive proper feeding, sanitation, and humane care.
  • Medical Coordination:
    Work with veterinarians to schedule and track vaccinations, spay/neuter surgeries, and emergency medical treatments.
  • Behavioral Programs:
    Develop and implement enrichment and training programs for animals to improve their health and adoptability.
  • Intake and Disposition:
    Oversee all processes related to animal intake, transfer, evaluation, and euthanasia when necessary.
Staff and Volunteer Management
  • Supervision and training:
    Recruit, hire, train, and manage all shelter employees and volunteers.
  • Scheduling and Delegation:
    Create staff schedules, delegate tasks, and ensure adequate coverage for all shelter operations.
  • Performance Management:
    Conduct performance reviews, provide feedback, and resolve personnel issues.
Administrative and Financial Management
  • Budget Management:
    Develop, monitor, and adhere to the annual budget, including tracking revenue and expenditures.
  • Record Keeping:
    Maintain accurate and detailed records of animal care, finances, and shelter activities using animal management software.
  • Policy Implementation:
    Create and enforce shelter policies and procedures to ensure compliance with all local, state, and federal animal welfare regulations.
  • Supply Management:
    Oversee inventory and order supplies, equipment, and medical provisions.
Community Outreach and Public Relations
  • Adoption Programs:
    Plan and manage adoption events, foster programs, and other initiatives to find permanent homes for animals.
  • Public Communication:
    Act as a representative for the shelter at community events, handling inquiries and resolving public complaints with professionalism and tact.
  • Fundraising:
    Develop and lead fundraising efforts, grant writing, and donor interactions to secure financial resources.
Facility Maintenance
  • Upkeep and Sanitation:
    Ensure a high standard of cleanliness, sanitation, and overall maintenance of the shelter and grounds.
  • Emergency Preparedness:
    Plan and implement emergency procedures for natural disasters or other crises affecting the facility.
Education/Experience
  • A bachelor’s degree in animal science, business administration, or 6 years’ experience in animal sheltering, animal welfare or equivalent combination of related training and experience.
  • Progressively responsible experience in animal care, shelter operations, or a similar environment, with a minimum of 2–5 years of supervisory or management experience.
  • Must be able to frequently lift and/or move up to 50 pounds
Licenses, Certifications, or Registrations
  • A valid driver's license.
  • Euthanasia Technician Certification
  • Must meet all Drug Enforcement Agency (DEA) requirements/prerequisites to handle controlled substances.
Knowledge, Abilities, and Skills
  • Leadership and Management:
    Strong ability to lead, motivate, and manage a diverse team of staff and volunteers.
  • Compassion and Emotional Intelligence: A deep passion for animal welfare, coupled with the ability to handle emotional and high-stress situations with empathy.
