Indian River County

This fully trained professional position in the Planning and Development Services Department’s Special Projects Division is essential in driving the sustainable and strategic urban development of Indian River County. As the Neighborhood Planning Manager, you will lead high-profile urban planning projects addressing complex challenges and enhancing the County’s growth and resiliency. This leadership role requires a dynamic, innovative professional with substantial experience in urban planning, project management, data analysis, and community engagement.

The ideal candidate possesses a proven track record of delivering complex projects that exceed expectations from inception to completion while fostering collaboration and ensuring regulatory compliance. With a focus on neighborhood and corridor studies, the Neighborhood Planning Manager will conduct rigorous data analysis to inform planning decisions and exemplify professionalism and dedication to public service.

  • Supervises and coordinates the activities of plans review staff during the review process, which includes the review and correction of all development, site, and planned unit development plans.
  • Provides high level engineering review of land development plans and permits applications to assure that accepted standards and the IRC Code requirements are being met. Reviews can include Land Development Permits, Stormwater Permits and Right-of-Way Permits.
  • Provides professional guidance and direction to developers and consultants who seek advice or guidance for the proper development of their projects.
  • Provides direction for staff performing engineering inspections for site plan, land development, right-of-way, etc. projects within Indian River County.
  • Reviews plans for construction within County Rights-of-Ways for compliance with County standards. Reviews and provides recommendations for Right-of-Way Permit issuance. Provides directions to inspection staff to open, track progress and close Right-of-Way permits.
  • Coordinates pre-application conferences.
  • Coordinates and monitors the staff activities and operations of the Land Development section.
  • Assists the Zoning Division through the review of binding concept and binding site plans, planned unit development plans and preliminary development plans.
  • Implements and coordinates inter-department review of plans; compiles the comments, the action requirements and/or the corrections of site plans of other agencies and subdivisions.
  • Coordinates the distribution of development plans to other Divisions; coordinates the collection of review comments and notification of applicants of the results.
  • Coordinates final reviews on all site plan submissions prior to final approval, which is one of the many prerequisites for issuance of building permits.
  • Coordinates the review and permitting process relating to the enforcement of site development ordinance.
  • Is responsible for the collecting and accounting of all fees received by the Division as required by the Board of County Commissioners.
  • Implements and coordinates all assessment programs as directed by the Board of County Commissioners.
  • Performs other job functions as required.
Education/Experience

Education:

Bachelor’s degree in Urban Planning or a closely related field from an accredited university.

Experience:

At least five (5) years of professional urban planning experience, with a proven ability to manage complex, multi-stakeholder projects.

Two (2) years of supervisory experience is preferred.

An equivalent combination of training and experience which provide the required knowledge, skills, and abilities to perform the essential function of the job can be substituted for the above qualifications.

Licenses, Certifications, or Registrations
  • AICP preferred.
  • Valid Florida driver's license.
