Job Summary

Maintenance Specialist IV – Texas Health and Human Services Commission (HHSC), Vernon State Hospital, Vernon, TX. Full‑time, regular day shift, non‑exempt, salary group TEXAS‑A‑16, $3,409.83–$5,094.16 monthly. Commute up to 5 % and no telework. Closing date 01/23/2026.

Responsibilities
  • Perform highly advanced restoration, renovation, building maintenance and construction work in a designated skilled trade.
  • Inspect, adjust, maintain and repair building systems, utility systems, stationary equipment and building components in accordance with recognized codes and standards.
  • Operate machinery such as backhoes, forklifts and other motorized equipment as necessary and maintain training records for staff.
  • Lead worker on construction, maintenance or repair projects: establish work schedules, assign staff and oversee work.
  • Process paperwork related to work orders, projects and material requisitions and maintain accurate records.
  • Participate in disaster response and/or recovery or Continuity of Operations (COOP) activation; may require alternate shift pattern or location.
  • May be eligible to earn additional pay for work performed on maximum security locations.
Essential Job Functions
  • Attends work regularly and may work a specific shift schedule, rotating schedule, extended shift and/or overtime.
  • Performs inspections, adjustments, maintenance and repair work on building systems for various trades, including doors, door hardware and perimeter fencing.
  • Maintains, tests, troubleshoots and repairs fire alarm and sprinkler systems, carpentry, painting and electrical.
  • Evaluates work to be performed and determines best method for maintenance and repair work.
  • Performs repairs and renovations to modernize a building or building system; designs projects to conform to applicable codes and standards.
  • Selects appropriate material, recognizes failures, identifies cause of failure and implements corrective action.
  • Acts as lead worker on construction, maintenance or repair projects and establishes work schedules and assigns staff.
  • Maintains safe and uninterrupted services to campus operations and programs systems.
  • Uses hand tools, power tools and tests safety equipment as necessary.
  • Accurately processes paperwork and maintains records on work orders, projects, and material requisitions.
  • May operate machinery such as backhoes and forklifts as necessary.
  • May train others on the proper procedures and methods for repairs or inspections and maintains training records for staff.
Knowledge,

Skills and Abilities

(KSAs)
  • Knowledge of the repair, maintenance, and operations of buildings, building systems and grounds.
  • Knowledge of electronics, boilers, painting, plastering, carpentry; building materials, plumbing and electrical fixtures; welding procedures, HVAC, sanitation, refrigeration.
  • Knowledge of industrial safety, fire and safety regulations.
  • Skill in the use of hand tools, power tools and test equipment.
  • Skill in preventative maintenance and inspections of buildings and building systems.
  • Ability to perform maintenance, follow instructions, estimate materials, apply proper methods, techniques and procedures.
  • Ability to interpret drawings, schematics or sketches.
  • Ability to organize preventive maintenance programs.
  • Ability to supervise the work of others.
  • Ability to work independently or with a team.
  • Ability to work harmoniously with co‑workers and other facility staff.
  • Ability to solve problems, make decisions and use good judgment.
  • Ability to communicate effectively orally or in writing with other members of the maintenance and facility team.
Initial Screening Criteria and Qualifications

Minimum three (3) years’ experience in construction, maintenance, or equipment/vehicle repair work such as electrical, plumbing, masonry, mechanical equipment, locksmithing, painting, motor vehicle maintenance, grounds keeping, equipment maintenance, HVAC, carpentry, welding, electronic cabling or any combination of those trades that combined would be three (3) years.
