Raise is currently hiring a Construction Officer on behalf of our client. They’re expanding their team to meet growing needs, making this a unique opportunity to work with an industry leader. Our Client is one of the largest electrical energy suppliers in Canada.
Note:
The primary pay rate is based on T4 classification; however, we will also consider applications from candidates interested in an INC classification, where applicable.
The Construction Officer in this role will serve as the primary site coordinator and inspector for the organization’s large‑scale capital projects. You will oversee multiple or high‑complexity civil, electrical, and mechanical projects, ensuring that all work—from substations to hydroelectric equipment—is executed safely, on time, and within budget. You act as the "eyes and ears" on the ground, bridging the gap between engineering designs and physical execution.
Responsibilities- Inspect construction work which may be on substations, transmission lines, and hydroelectric equipment by using excellent skills in inspection procedures and understanding of construction methods to meet deadlines and comply with building and safety codes.
- Ensure work site safety by prioritizing the safe execution of work and performing Safe Work Observations using excellent knowledge in safety standards and regulations to improve safety performance.
- Conduct or coordinate site testing, surveying, and estimating activities by using good working knowledge of engineering drawings to enable timely progression of projects. The potential working conditions may include adverse weather and working at heights or underground.
- Support contract and/or work order administration by collaborating with contractors and/or internal construction services to ensure that the work, materials, progress, and costs meet expectations so that projects are implemented as planned.
- Act as a subject matter expert by providing advice on complex technical issues to develop future capability.
- Respond appropriately to internal and third‑party construction inquiries by using excellent verbal, written, and interpersonal communication skills to professionally represent on‑site, as assigned.
- 10+ years of direct construction experience, ideally within a utility, heavy industrial, or power generation environment and be as a certified Red Seal Electrician with utility experience.
- Proven track record of managing inspections for large‑scale infrastructure projects.
- Strong understanding of contract administration, work order management, and cost‑tracking.
- Good computer skills including working knowledge of MS Office suite including Excel.
- Advanced ability to read and interpret complex engineering drawings and technical specifications.
- Valid Class 5 driver’s licence in good standing.
- Willingness to work at various remote sites throughout BC.
- Nice To Have:
- Intermediate First Aid Certification.
- Substation construction experience.
- Knowledge of Site Safety Coordination and Multi Employer Workplace Work Safe regulations.
- Education and
Skills:- Certified Red Seal Electrician.
- Diploma in Civil, Electrical, or Mechanical Technology from an Institute of Technology or relevant trades, apprenticeship courses, or equivalent.
- Training in contract law.
- Excellent working knowledge of safety standards and regulations such as Occupational Safety and Health (OSH) Standards and Work Safe Regulations.
- Advanced English skills for professional environment, written and spoken.
- Schedule will be a 14/7 shift work schedule.
- Up to 4 hours radius – mileage will be paid as per CLRA expense policy;
Kamloops, Kelowna, Penticton, Salmon Arm are usual locations contractors travel from. - Local hotel accommodation provided for project support and any required home‑office training.
- Every contractor must supply their own Windows 11 laptop computer for the duration of the assignment.
- Every contractor must supply their own “Smart Phone”. This is needed to gain access to the organization’s network.
