BASIC FUNCTIONTo plan, implement, evaluate, organize, and direct facilities management activities for a campus of Vermont State University, including the maintenance and operation of all physical assets.
CHARACTERISTIC DUTIES & RESPONSIBILITIES- Oversee the coordination of facility renovations, maintenance operations, project management and scheduling, contract administration and quality assurance, construction, code compliance and building commissioning of all facilities on campus.
- Ensure all applicable Vermont State Colleges, federal, state, and local laws, regulations, policies, and procedures are followed.
- Working with the AVP of Campus Operations, Campus Operations Analyst, and budget/finance staff, manage the financial resources allocated to facilities maintenance and operations. Monitor recurring operating and annual capital budget allocations to manage expenditures in a fiscally responsible manner.
- Working with the Director of Physical Assets, direct and oversee all aspects of campus facilities planning, including identification, development, and implementation of plans to meet short- and long-range physical needs.
- Establish and implement procedures to promote energy efficiency and sustainable practices on campus.
- Working with the AVP of Campus Operations and other Campus Operations staff, oversee the purchase, distribution, use, and maintenance of all utilities including cost/benefit analysis of services.
- Maintain effective working relationships with administrators of the university, as well as various agencies and organizations, including state and local planning, and maintenance and educational agencies.
- Working with the Director of Physical Assets, prepare specifications for outside contract bids. Serve as liaison with, and monitor work done by, outside contractors.
- Direct and coordinate a preventive maintenance program.
- Ensure compliance with various external requirements, regulations, and guidelines pertaining to operation of equipment and occupancy of buildings.
- Deal regularly with a wide range of outside vendors, suppliers, and service contractors, including negotiating contract terms and prices.
- Confer regularly with senior administrators, department heads, and other university personnel to plan, coordinate, and evaluate activities/projects/systems, exchange information, investigate and resolve problems, and the like. Serve on various university committees.
- Plan and administer/oversee appropriate records systems related to all physical plant operations and capital improvement projects.
This position reports to the Director of Campus Operations.
SUPERVISION EXERCISEDThis position provides direct supervision to Campus Operations staff, such as Custodial, Mailroom and Grounds Supervisors.
MINIMUM QUALIFICATIONSBachelor’s degree in engineering, facilities management, or other appropriate discipline, plus five to seven years of relevant technical and supervisory experience in facilities or construction management, or a combination of education and experience from which comparable knowledge and skills are acquired.
- Broad base of technical knowledge and skills relevant to physical plant management, including experience in project planning, estimating, and oversight, materials and equipment purchasing, blueprint reading, and the like, and a good working knowledge of the skilled trades. Technical training in engineering desirable.
- Demonstrated leadership, communication, and interpersonal skills.
- Working knowledge of OSHA regulations, local ordinances, and federal and state laws that govern physical plant management.
- Excellent planning, organizational, administrative, budget, and personnel management skills.
- Ability to deal effectively with a broad range of individuals/groups within and outside of the university.
- Experience working in a collective bargaining environment at a college, university, or similar institution.
- Proficient in the use of technology tools used in facilities services and operations.
- Previous higher education or similar institutional experience desirable.
- Experience in energy conservation and management highly desirable.

CompensationThe budgeted compensation for this position is $80,000 - $85,000.
