Job Overview

Under the supervision of the Turnover Team Supervisor, the Turnover Technician is responsible for turnover cleaning and painting of apartments and common areas for Rural Edge vacancies in the portfolio, consisting of over 600 units. The person in this position will clean vacant units, caulk gaps, and paint walls, ceilings and trim to prepare for a new move in, ensuring that all local, state and federal housing codes and regulations are met.

The Technician must be capable of doing manual labor and must have the ability to work in a team environment with limited supervision. The unit must meet the quality standards for Rural Edge and be presented in a move in ready status upon completion.

Essential Duties and Responsibilities
  • The Turnover Technician will be trained in lead safe IRC (Inspection, Repair and Cleaning) practices and regulations.
  • Inspect vacant unit to prepare for the full turnover in order received by Supervisor.
  • Turnovers include cleaning of entire unit and a full paint job.
  • Surface preparation to include: patching holes, scraping, sanding and priming.
  • Clean all surfaces of dirt, grease, oil, cigarette smoke, or any other substance that would be detrimental to the bonding of the primer/paint upon vacancy status of a unit.
  • Caulk all gaps between trim and walls including base, window trim and cabinets.
  • Cover all removable stationary items which are not to be painted and provide surface protection.
  • Paint all interior painted surfaces to include ceilings, trim, and walls.
  • Remove spilled, splashed or splattered paint from non‑painted surfaces.
  • All surfaces to be painted should be clean, dry, and smooth. Final product shall be uniform of color and free from defective brushing, spraying or rolling.
  • Waste materials shall be removed from the site daily. Disposal of waste materials shall be done in a legal manner.
  • Clean and shampoo carpets or meet with flooring vendors on scheduled day of replacement of the unit flooring.
  • Follow checklist for turnovers for each assigned unit and check off each task completed on list.
  • Coordination with Maintenance Supervisor for annual, state, or funder inspections; completion of follow up work orders to repair deficiencies by working with Maintenance Staff for any issues that are observed in the unit.
  • Basic maintenance repair, if time allots.
  • Check all smoke detectors, sprinklers, leaking from faucets or toilet, fire extinguishers, appliances, etc. to assure they are in good, working condition.
  • Disinfect and sanitize the unit upon completion of move in ready status.
  • Replacement of window blinds, as needed.
  • Washing rags used daily and reporting a weekly inventory of supplies needed.
  • Observe and report all health and safety issues immediately to Supervisor.
  • Basic maintenance repairs and replacement of light bulbs in units.
  • Completion of apartment turnovers within industry standard time frames and quality.
  • Flexibility in work schedule and potential location is required units are located throughout the entire NEK from Groton to Derby Line and location may change daily.
  • Painting of common areas when needed.
  • Assist with water damage clean ups, which may include mold removal and working with basements containing moisture and units flooded for various reasons.
  • Annual power washing exterior of buildings.
  • Must adhere to proper policies, procedures, and directives as provided by Supervisor or Management.
  • Be willing to travel for trainings, required education, or needed certification classes.
  • Participate in assigned activities in support of Rural Edge's mission and goals.
  • Other duties as assigned.
