Position: PROGRAM ANALYST
Location: Arlington

Summary

This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure.

It is located in the DISA - J6 Command, Control, Communications, and Computers Enterprise (C4E) Directorate.

Responsibilities
  • Develops and implements Information Technology (IT) Acquisition policy, procedures, and guidelines to manage IT contracts.
  • Manages and directs contract implementation, interpretation and application and related activities such as establishing work statements, preparing acquisition packages, and developing selection criteria and performance requirements.
  • As an expert in contract and oversight management, educates division and branch managers on resource planning, budget allocation, contract execution, and fund execution.
  • Prepares and presents formal and informal briefings to chain-of-command management on assigned projects and to other organizations.
  • Assures that production and accuracy requirements are met. Provides advice, counsel and/or instruction to other team members on technical matters.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • In accordance with the DoD 8140 policy series, the position is subject to completing Foundational Qualifications in 9 months and completing Residential Qualification requirements overall in 12 months.
  • Incumbent must be able to obtain and maintain a Top-Secret clearance with access to Sensitive Compartmented Information (SCI) as a condition of employment.
  • Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5

    CFR Part 2634, Subpart I USOGE, 6/08).
  • Incumbent may be required to travel away from their normal duty station to other locations within the continental United States (CON US) maybe up to 20 percent of the time.
Qualifications

In order to qualify for this position, you must meet the requirements described below.

Qualifying Experience

To qualify at the GG-14, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.

For this position, qualifying experience is defined as experience in work processes involving acquisition, budgeting, analyzing, and project planning for IT policies and strategies; providing advice, guidance, and direction to lower graded staff; coordinating and conducting evaluative research; and analyzing policies. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

Education

There is no substitution of education for the qualifying experience at the GG-14 grade level.
