Position Overview

Responsible for reviewing and analyzing building services, on-site sewage systems, mechanical and plumbing system designs, specifications, calculations and related reports to ensure compliance with the Building Code Act, the Building Code (as amended), applicable regulations, and relevant laws for the purposes of issuing building permits. This role includes evaluating the Energy Efficiency design requirements of the building’s mechanical systems and verifies that all submitted forms, energy modeling reports and calculations meet Building Code requirements.

Provides technical expertise and code interpretations to the public, developers, builders, and design professionals, while liaising with departmental staff, internal teams, and external government or private sector agencies as required. Performs HVAC, plumbing, and site services design reviews and evaluation of calculations and specifications related to all type of building system’s designs. Calculates and verify plumbing fees and responds promptly to inquiries.

Prepare reports as needed, including those related to alternative solution proposals.

Qualifications and Experience
  • University Degree in Mechanical Engineering or suitable equivalent.
  • Minimum of three (3) years related experience in design, engineering and construction of mechanical building systems (HVAC systems, plumbing systems, on-site sewage systems and/or fire protection/life safety systems) in a municipal or building/construction environment.
  • Successful completion of the provincially mandated examination program administered by the Ministry of Municipal Affairs and Housing, covering the following Building Code qualification categories:
    • Large Buildings
    • Complex Buildings
    • HVAC-House
    • Detection, Lighting and Power
    • Building Services
    • Plumbing-House
    • Plumbing-All Buildings
    • On-site Sewage Systems
  • Eligibility for, or attainment of, the Certified Building Code Official (CBCO) designation, and ability to maintain certification.
  • Eligibility for or full membership in association of Professional Engineers of Ontario (PEO).
  • Thorough knowledge of relevant legislation and regulations, including but not limited to:
    Building Code Act and Building Code (as amended), Applicable Laws, National Building Code, Model National Energy Code of Canada for Buildings, Ontario Fire Code, National Fire Codes (NFPA Codes, Standards, Recommended Practices, and Guides)
  • Fundamental knowledge of design requirements as are related to mechanical building systems and services, as well as controls and instrumentation principles and processes.
  • Ability to interpret site services, plumbing, HVAC and mechanical design drawings and specifications for different building types, and their associated component parts.
  • Proficiency in reviewing and interpreting output reports from Ener Guide, eQuest, and MNECB software and the CSA-F280 supplemental tools.
