Position Description

The Manager, Project Development, will play a key role in advancing projects from the pursuit stage through early development and construction. This individual will contribute to proposal responses, preconstruction activities, and may include construction, ensuring projects are strategically positioned for success. The ideal candidate is a proven construction professional with a deep understanding of project development, contracts, procurement, and construction processes.

What You’ll Be Responsible for
  • Lead project development activities after the RFP/Tender stage through early concept and into pre‑construction, then construction.
  • Serve as the primary point of contact for clients to ensure requirements are conveyed.
  • Prepare all related trade packages for construction by utilizing prequalified trade partners for tendering purposes.
  • Develop bid packages with estimating, staff and procurement staff.
  • Support business development efforts by assisting with estimates, proposals, and presentations.
  • Conduct and oversee constructability reviews, risk registers, and value engineering exercises.
  • Develop early concept schedules and logistics plans to guide project planning.
  • Apply expertise in contract structures (CCDC, GMP, Lump Sum, etc.) and support permitting processes.
  • Lead trade procurement strategies, including sequential tendering and early trade engagement for long‑lead and critical scopes.
  • Collaborate closely with estimating, scheduling, and procurement teams to manage project risk and align pre‑construction deliverables.
  • Represent Buttcon at client meetings, interviews, and with municipal/regulatory authorities.
Qualification Requirements
  • 5+ years of progressive construction experience, including 5+ years in project management or preconstruction roles.
  • PMP certification is an asset.
  • Strong knowledge of preconstruction and construction processes, estimating, scheduling, procurement, and risk management.
  • Proficiency with scheduling software (e.g., MS Project, Primavera).
  • Solid understanding of Canadian contract structures, permitting processes, and procurement strategies.
  • Proven ability to manage and coordinate projects of varying sizes and complexities.
  • Strong communication, negotiation, and relationship‑building skills.
  • Industry knowledge and client‑facing experience in construction markets across Canada is an asset.
  • Post‑secondary education in Construction Management, Engineering, Architecture, or related field preferred.
Working Conditions
  • Exposure to job site conditions and varying weather.
  • Work takes place in both the head office and active construction sites.
  • Travel to project sites required.
