Business Analyst - Planning & Growth Management
Under the leadership and direction of the Director, the Business Analyst plays a pivotal role in advancing strategic and transformative initiatives that align with the Development and Parks Planning Department’s objectives. The role involves analyzing and working with department and other City staff on business process analysis such as workflows and information flow mapping, managing projects using established project management methodologies, and optimizing the use of information to support projects, decision making and business planning.
The Analyst brings expertise in process design, risk management, and customer experience enhancement. The position also monitors and curates data from multiple sources to conduct insightful analyses and draft reports and presentations with recommendations that identify improvement opportunities and/or support decision making.

Qualifications and Experience- Four-year university degree in Business administration, political science, finance, financial analysis, public administration, social science, mathematics, computer science, or a related discipline.
- Knowledge of the land development/planning process in a municipal government setting is an asset.
- Five years of progressive experience as a Business Analyst within a complex corporate enterprise environment with a focus on business process engineering.
- Certification in Business Analysis (CBAP) and/or Project Management Institute Professional.
- Business Analysis (PMI-PBA) Certification.
- Valid Ontario “G” Driver’s License, in good standing, with access to a reliable vehicle for corporate use.
- Thorough knowledge of strategic planning and business process management theory and models, including Lean Six Sigma.
- Demonstrated ability to conduct process review/design, data gathering and analysis to facilitate clear articulation of improvement opportunities.
- Creates business requirement documentation, cost-benefit analysis, business cases and project proposals.
- Conceptualizes technical solutions in accordance with best practices.
- Remains current with applicable laws, acts, legislation and technology trends, identifying trends in municipal innovation with respect to service delivery.
- Works independently and in a group setting with minimal supervision, dealing with complex issues within a matrixed organization and cross‑functional project teams.
- Works under pressure to meet deadlines or peak period workloads.
- Interacts effectively and courteously with all levels of staff and contacts in a political and community/client service environment.
- Uses critical thinking, reason and judgement to develop conclusions or solutions to problems.
- Presents information and ideas visually in a persuasive manner.
- Strong skills in time management, organization, analysis, report writing, communication (verbal and written), presentation, prioritization, problem solving, and leadership.
- Advanced computer literacy utilizing Microsoft Office Suite (Access, Excel, Outlook, PowerPoint, Publisher, Word), Microsoft Project, Microsoft Visio, Adobe Acrobat, CRM systems/software (e.g., AMANDA, and the internet).
- Knowledge of and demonstrated ability in the City’s core competencies and relevant functional competencies.
- Ability to work outside regular business hours, as required.
- Approximately 80% of the time in an indoor open office environment with occasional interruptions; approximately 20% of the time attending internal/external meetings which involves driving to and from City buildings and other locations with some exposure to seasonal elements.
- Interactions with contacts are generally courteous and collaborative.
