Procurement Manager at Tidewater Transportation and Terminals
The Procurement Manager leads and optimizes all purchasing and sourcing activities, driving operational efficiency, supplier performance, and cost savings through modern procurement practices and Enterprise Resource Planning (ERP) enabled solutions. This role oversees the procurement team, implements data‑driven sourcing strategies, negotiates high‑value contracts, and ensures alignment with organizational goals. The manager serves as the primary buyer, leveraging technology and ERP systems to streamline processes, strengthen vendor relationships, and support enterprise‑wide supply chain initiatives.
Responsibilities- Leads the implementation and optimization of ERP procurement modules (e.g., Microsoft, SAP, Oracle, or equivalent).
- Integrates procurement workflows with ERP systems to enable real‑time visibility, reporting, and forecasting.
- Trains staff and stakeholders on ERP‑based procurement processes, ensuring data accuracy and compliance.
- Develops and executes sourcing strategies to reduce costs, improve supplier performance, and mitigate risk.
- Leads contract negotiations, ensuring favorable pricing, terms, and risk‑sharing agreements with vendors.
- Drafts, reviews, and manages supplier contracts, ensuring compliance with legal, financial, and operational requirements.
- Builds and maintains strong supplier relationships to drive collaboration, innovation, and sustainability.
- Centralizes procurement activities, establishes standard operating procedures, and ensures adherence to best practices.
- Conducts cost savings analysis, demand forecasting, and spend analytics using ERP data.
- Manages inventory processes and optimizes stock levels, leveraging ERP for real‑time tracking.
- Monitors supplier performance, manages service‑level agreements, and oversees contract renewals/extensions.
- Supervises, mentors, and develops procurement staff to ensure professional growth and alignment with business needs.
- Partners with Finance, Operations, and other departments to ensure seamless purchasing, invoicing, and reporting.
- Drives cross‑functional initiatives such as sustainability sourcing, supplier diversity, and digital transformation.
- Manages facilities procurement, vehicle fleet leasing/maintenance, and surplus asset disposition.
- Supports facilities maintenance and vendor coordination for building operations.
- Manages self and others in support of safe and incident‑free operations. Responsible for knowing and abiding by safety management system policies and procedures.
- Ensures compliance with safety, regulatory, and environmental standards.
- A Bachelor’s degree in business management or a related field of study and/or a supply chain management certification required (e.g., CPSM, CSCP, or PMP). A combination of relevant training, education, and experience may be substituted for the education/certification requirement.
- A minimum of five years’ procurement experience, with at least three years’ experience in a leadership role.
- Proven expertise in contract negotiation and management, with a history of securing favorable terms and mitigating risk.
- Demonstrated experience implementing and managing innovative procurement processes within an ERP system.
- Strong knowledge of sourcing strategies, supplier relationship management, and compliance best practices.
- Analytical skills with the ability to use ERP and business intelligence tools for forecasting spend analysis and reporting.
- Proficiency in Microsoft Office Suite and ERP software (e.g., Microsoft, Oracle, Net Suite, or equivalent).
- Must maintain a current, valid driver’s license and an insurable driving record to operate company‑owned vehicles.
- Ability to obtain and maintain a Transportation Work Identification Credential (TWIC) Card from the Department of Homeland Security.
- Ability to carry and lift up to 50 pounds on occasion.
