Location: Remote. This role is remote; however, the candidate must reside in the Vancouver, BC area.

Salary: Depends on skills and experience. The salary range for this role is $68,215 to $70,000 per year.

Role OverviewAs a Growth and Development Officer at Scouts Canada, this role is on the ground driving the creation of new, sustainable Scouting opportunities where they’re needed most—whether that’s in underrepresented communities, areas of high demand, or where funding enables growth. Working hand‑in‑hand with local volunteers, Groups and Councils, the officer supports the launch and early success of new sections, ensuring they are rooted in community needs and built to last.
By managing small project budgets, contributing valuable data and insights, and supporting externally funded initiatives, this role helps turn strategic priorities into real‑world impact. With a focus on collaboration, local relationships, and practical delivery, the Growth and Development Officer plays a vital role in helping more young people across Canada develop skills for life through Scouting.
Duties and Responsibilities- Targeted Growth: Create new, sustainable Scouting opportunities in locations of evidenced demand, target demographics or funder interest – meeting annually set targets for the number of sections and/or places to be created.
- Prospecting: Alongside local volunteers, and using waiting list, school catchment and population level data, identify communities with highest growth potential, and explore what community leavers (institutions, local influencers, funders) could be used to initiate interest.
- Establish Interest: Engage local institutions, influencers and community settings to build enthusiasm for creating non‑formal education provision within their area.
- Conversion: Provide activities and information sessions for young people and/or families that results in the identification of community leaders willing to support the establishment of a new section.
- Initiate and Sustain: Provide direction, support and resources to part‑time staff and volunteers to begin delivering a quality program, until the point where provision is deemed sustainable.

- People: Continuously improve the performance of your staff, while ensuring a positive growth culture that results in increased satisfaction from high performing staff, and swiftly addresses performance concerns.
- Volunteers: Continuously improve partnerships between staff and Council/Group level volunteers.
- User Centered: Collect and share evidence related to the experience of Groups and volunteers in establishing new provision, to lead to more effective decision making and the prioritization of relevant user needs.
- Project Management: Effectively and objectively report progress for all projects within the team against Scope, Timeline and Budget.
