Position: Project Manager, Utilities / Pipelines | General Contractor |  | Outpost Recruitment

Leading infrastructure contractor involved in underground utilities, microtunneling, and pipeline projects is seeking an experienced Project Manager for projects in Vancouver. Outpost Recruitment is excited to collaborate with our client on this full-time, permanent role.

The project management team will oversee a phase of a large, complex project or manage multiple large-scale projects in the $20m+ range. This position is responsible for all aspects of project success, from initial proposal and bidding to exceeding client expectations, ensuring profitable completion with a focus on safety. The ideal candidate must be reliable, self-motivated, goal-oriented, organized, and professional, with excellent verbal and written communication skills, and the ability to work well in teams and make quick decisions.


Key Responsibilities of Project Manager:
  • Maintain and promote a strong safety culture, following all safety policies and regulations, and address workplace hazards.
  • Implement and promote quality assurance programs, policies, and procedures, including submittals and checklists.
  • Coordinate with project team to outline work plans and assign responsibilities.
  • Develop and monitor project schedules, manage scope, and control costs.
  • Build and maintain relationships with clients and subcontractors, managing communication on project planning, scope, budget, environmental compliance, and schedule.
  • Develop project policies, procedures, controls, and execution plans.
  • Ensure projects are profitable and completed on time, meeting quality standards.
  • Manage contracts from initiation through close-out, including variance management.
  • Review and modify project status reports and prepare management and client reports.
  • Address issues requiring office support, such as procurement, safety, and design questions.
  • Coordinate activities with government agencies as needed.
  • Perform other duties as assigned.

Requirements of Project Manager:
  • Bachelor’s degree in a related field, with 8+ years of civil infrastructure experience, including underground construction such as pipelines, structures, shoring, geotechnical work, surveying, and structural design.
  • Strong experience with project management software (e.g., Primavera P6, HCSS).
  • Proficiency in Microsoft Office Suite.
  • Valid driver’s license for applicable vehicle types and a good driving record.
  • Certifications such as PMP, PE, or others are advantageous.
