We’re currently recruiting for two Utility Maintenance Worker - Stormwater positions. The primary responsibilities for the job are to perform skilled work in the maintenance, inspection, repair, rehabilitation, construction, and other service activities related to stormwater management.
This is a full-time, regular, non-exempt position covered by the provisions of an agreement between the City and the AFSCME union. The schedule for this position is M-F, 6:30am to 4pm (9/80 flex).
2026 Salary Range:
Utility Maintenance Worker: $4,549 - $5,815  Utility Senior Maintenance Worker: as listed    A Utility Maintenance Worker (UMW) is expected to obtain a Commercial Driver’s License (CDL) within 12-months of employment. The City of Vancouver is committed to investing in our new employees, and scheduling UMW’s into a commercial truck driving school once the new employee meets probationary expectations. Prior to employment with the City of Vancouver, all new employees will acknowledge understanding of this requirement and agree to a tier-based reimbursement plan if the employee separates from the City within three years of their employment date.

* Essential Functions:

*** Lay and align underground pipe; install, repair and replace manholes, catch basins, pretreatment manholes (CDS), treatment vaults and storm lines using the appropriate equipment and tools.
* Interpret stormwater maps for identifying main sizes, types and locations.
* Maintain WSDOT standards for traffic control by installing street barricades, signs, and cones prior to the performance of repair activities; direct and control traffic around work sites.
* Perform regular inspection, cleaning and maintaining of existing infrastructure on storm lines, manholes, drywells, catch basins, CDS units, treatment vaults and drain fields; operate power rodder, high velocity jet flusher, and vac-all truck to clean, flush and restore to operating condition; perform daily sweeping of city residential and arterial streets; haul sweeping and spoils to decant facility.
* Perform routine equipment maintenance and field repair. Mow bio-swales, retention/detention ponds and related treatment and flow control facilities.
* Utilize and operate large rider mowers, smaller walk behind mowers and associated small equipment and hand tools used in the industry of grounds/facility maintenance.
* Maintain City’s drainage system; maintain trash racks/creeks & waterways; inspect culverts.
* Respond to public inquires in a courteous manner; provide information within the area of assignment; resolve complaints in an efficient and timely manner.##

** One (1) year related experience with increasing responsibility performing field maintenance duties, preferably within utility maintenance.
* Equivalent to a HS Diploma/GED.###
* Utility Senior Maintenance Worker
** Two (2) years related experience with increasing responsibility performing field maintenance duties, preferably within utility maintenance.
* Equivalent to a HS Diploma/GED.
** Computer Skills
*** Basic skills in Microsoft Outlook, Word and Excel
