The Manager, Government Relations supports the implementation of the Prince Rupert Port Authority’s (PRPA) government and external engagement strategy. Reporting directly to the Director, Government & External Relations, the Manager oversees a team to move forward PRPA’s public policy and reputational initiatives through government and external relations, policy development, regulatory analysis, communication and promotional initiatives.

Working with the Director, the Manager helps implement the Port’s engagement strategy to influence international, federal, provincial and local elected officials, regulatory agencies and key policy makers. The Manager will have particular focus on Western Canadian stakeholders – British Columbia, Alberta and Saskatchewan, and local corridor stakeholders – Prince Rupert, BC to Edmonton, AB. In addition, the Manager will support the implementation of strategic partnerships and activation initiatives that position the Port of Prince Rupert as a driver for the future economic prosperity of local, regional and national economies.

POSITION

ACCOUNTABILITIES Strategic Government Engagement
  • Support the Director with the mapping, activation and tracking of an effective network of external stakeholders to advance PRPA’s advocacy efforts, build greater awareness and understanding of Port operations and financing structures, and influence public policy to support Port expansion plans.
  • Monitor and analyze relevant government legislative, regulatory, and policy activities relevant to the Port of Prince Rupert.
  • Focus on strengthening ties with Western Canadian provincial and municipal stakeholders, including British Columbia, Alberta and Saskatchewan, to develop partnerships and initiatives that can enhance the flow of trade through the Port of Prince Rupert.
Strategic Alliances & Partnerships
  • Develop relationships with organizations in key associations and strategic industries that lead to increased awareness and recognition of the Prince Rupert Gateway, including:
    • Industry and Trade Associations – Transportation, Forestry, Agriculture, Energy
    • Government Associations – NCLGA, UBCM, AUMA, FCM
    • Local, Regional and National Chambers of Commerce and Boards of Trade
  • Manages economic partnerships, communication, and coordination efforts between the Port of Prince Rupert and economic development organizations in British Columbia, Alberta and Saskatchewan.
Strategic Resources & Management
  • Working in collaboration with the Manager, Communication, Manager, Marketing, and Manager, Community Relations in the implementation of promotional initiatives in strategic Western Canadian jurisdictions.
  • Serves as an internal strategic resource for all PRPA’s business units, in particular, the Business Development, Operations and Community Relations departments.
  • Supports the maintenance of an external affairs database of government officials and stakeholder contacts.

  • Performs other related duties, as required.
WORKING CONDITIONS
  • Regular, full-time position (37.5 hours). Regular working hours are Monday to Friday, 7.5 hours/day with flexible starting time, and a 1-hour lunch break (unpaid).
  • Works predominantly in an office environment, but with frequent external engagements in relevant domestic markets. (Approximately 25%).
JOB SPECIFICATIONS Formal Education
  • Bachelor’s degree in Public Policy, Public Administration, Political Science, Economics, Business or related field.
  • Master’s degree in a related field is an asset.
Related Experience
  • 5 to 7 years’ related experience leading an external affairs, government relations, lobbying, or communications function at an organization with similar complexity.
  • A strategic and consultative approach to public affairs and communications planning and ability to work as an advisor to senior leadership teams.
  • Experience in proactively engaging and building relationships with government officials, advocacy organizations and industry professionals.
  • Experience in working in organizations that engage on initiatives and issues related to Canadian supply chains, global trade and natural resource sectors, such energy.
