Matchbox Consulting Group is seeking a Cost Control Manager for our client, a leading general contractor delivering a major transportation expansion project.

Our client has been selected to deliver a significant public transit expansion in British Columbia that will strengthen regional connectivity and provide fast, frequent, and reliable transit service.
Reporting to the Project Controls Manager, the Cost Control Manager will be responsible for providing cost leadership on a large, complex, site-based infrastructure project. This role is based full-time in Surrey, BC and will work closely with senior leadership to monitor cost performance, forecast outcomes, and proactively address budget risks.
What You’ll Do
Cost Control Systems & Tools
- Support project controls, procurement, commercial, and construction teams to ensure cost control systems are properly implemented and consistently applied.
- Participate in the development, implementation, and maintenance of project cost and control systems.
- Evaluate, document, and support standardized cost control processes and procedures for project teams.
- Provide ongoing input to improve project controls policies, tools, and guidelines.
- Establish processes, reporting cadence, and requirements for cost recording, progress measurement, forecasting, and reporting.
- Lead the setup and implementation of project cost systems, including cost codes, job cost procedures, and rules of credit.
- Develop and maintain detailed quantity trackers, manpower utilization plans, and discipline-specific assumptions.
- Prepare and manage project budgets, chart of accounts, and recommend revisions as the project progresses.
- Identify data sources, collect required data, and perform detailed cost analysis, forecasting, and performance monitoring.
- Produce internal and external project reports, including dashboards and earned value metrics (CPI, SPI).
- Support pricing structures, quantity take-offs, assumptions, and cost allowances for assigned scopes.
- Ensure contractual requirements related to invoicing, reporting, change management, and closeout are met.
- Assist with contract administration and payment processes.
- Support project change management activities, including subcontractor claims, change requests, dispute resolution, and integration of approved and forecast changes into project control systems.
- Participate in project risk management by identifying threats and opportunities, supporting mitigation strategies, and monitoring and reporting on risk exposure.
- Create a collaborative, respectful, and high-performing team environment.
- Supervise, coach, mentor, and develop cost control personnel.
- Act as a key partner to Project Managers, Operations teams, and senior leadership.
- Communicate with external stakeholders, including clients, partners, vendors, and subcontractors, as required.
- 5 - 10+ years of experience in cost control within construction or large-scale infrastructure projects.
- Strong understanding of financial reporting systems, controller account codes, and project financial reporting.
- Solid knowledge of project management and cost control principles, including Earned Value Management.
- Post-secondary education in Engineering or a related discipline, or equivalent professional experience.
- Professional accreditation (PMI, AACEI, CIQS) is an asset.
- Experience with Primavera P6 is an asset.
- Ability to interpret and analyze schedules and performance curves is an asset.
- Experience with Hard Dollar/InEight and SAP ERP systems is an asset.
- Rapid transit experience
- Intermediate to advanced proficiency in Microsoft Excel.
- Strong organizational skills and the ability to manage multiple priorities in a high-pressure, site-based environment.
- Excellent written and verbal communication skills.
- Proven ability to work effectively across all levels of an organization.
- Detail-oriented, solutions-focused, and accountable.
