Position: Post 16 Participation and NEET Coordinator

About the role

We are looking for an experienced and dynamic Post‑16 Participation & NEET Coordinator to lead operational delivery within our Post‑16 team and drive improvements in participation across Hillingdon’s young people aged 16–19.

This pivotal role helps fulfil the local authority’s statutory responsibilities in tracking young people’s Education, Employment and Training (EET) status, reducing NEET figures, and ensuring every young person has a clear pathway into positive post‑16 destinations.

You will provide day‑to‑day leadership to NEET Officers, oversee case allocation and data quality, work closely with schools, colleges, training providers and other agencies, and lead on interventions that improve participation and engagement across the borough.

Key Responsibilities
  • Provide operational leadership to the Post‑16 team and support the transformation of educational access for our post 16 young people.
  • Lead the statutory tracking of young people’s EET status and ensure timely, accurate data collection and reporting.
  • Develop and implement interventions to improve participation in education or training opportunities for young people.
  • Work collaboratively with schools, academies, colleges, training providers, Social Care, SEND services, YOS and partner agencies.
  • Manage NEET case allocation and provide oversight and guidance to caseworkers.
  • Attend multi‑agency meetings and case reviews to support coordinated planning for young people.
  • Maintain high‑quality records on management systems and provide performance data and analysis to senior leaders.
  • Deliver training, contribute to events, and help shape Hillingdon’s Post‑16 participation strategy.
  • Deputise for the Access to Education Manager when required.
About You

We are seeking someone with substantial experience of working with young people and families, particularly those facing barriers to education, employment or training. You will bring strong organisational skills, excellent communication, and the ability to engage effectively with both young people and professional partners.

You will have:

Essential
  • 5 GCSEs including Maths & English, or NVQ Level 3 in a relevant field.
  • Ability to lead and manage a team
  • Experience working directly with young people experiencing social stress.
  • Experience of multi‑agency working, including schools and training providers.
  • Strong understanding of safeguarding and risk.
  • Excellent communication, relationship‑building and IT skills.
  • Ability to work well under pressure, meet deadlines and manage competing priorities.
  • Ability to maintain confidentiality and work with sensitivity and professionalism.
Desirable
  • A recognised qualification in education, youth work, or a related field (or willingness to complete within 2 years).
  • Knowledge of legislation related to participation in education, employment and training.
  • Understanding of child development and the needs of vulnerable young people.
