The Capital Projects & Program Unit in the Transportation Services Division is hiring a temporary (12 months) Project Manager. This role is part of a dynamic team working on transformational capital projects involving planning, programming and initial design of complete street infrastructure to support a growing city.
Reporting to the Manager, Senior Project Manager, or Senior Engineer in the unit, the Project Manager will be responsible for planning, programming and prioritization of the division's capital projects in the following priority areas:
- Active Transportation – Lead planning, programming and prioritization of the City’s cycling program and development of the staff report to Council.
- Capital Coordination – Work extensively with capital delivery units in the division, other City divisions, and external stakeholders to advance the capital programming process and ensure alignment with divisional goals.
The Project Manager will coordinate with internal and external stakeholders on policy and program initiatives, and, depending on skill sets, provide CADD design, GIS analysis, traffic operations and/or demand modeling, or safety analysis support as needed. The Project Manager will also support continuous improvement and capacity building initiatives to grow the program and the unit, while integrating transportation justice, equity, diversity and inclusion goals into all work.
MajorResponsibilities
- Support the Manager on planning, programming and prioritization of the Cycling Network Plan, from feasibility through implementation.
- Lead development of the Cycling Network Plan Near-term Implementation Program and draft associated staff reports and presentations for management review and submission to City Council and its Committees.
- Prepare materials for briefings to senior management and City Council, and draft correspondence for various audiences.
- Coordinate input into the Capital Works Program and operating budget, managing assigned budget within approved limits.
- Conduct research and analysis on transport-related topics, considering legislative changes, developments within the field, corporate policies, and best practices.
- Oversee assigned projects and provide contract management, ensuring effective communication and high-quality outcomes to advance the Division’s initiatives.
- Contribute to planning and developing strategic initiatives for the Division.
- Evaluate and prepare responses on requests from elected officials, internal divisions, and the public, assessing feasibility within existing programs and resources.
- Prepare, coordinate, and make recommendations on Request for Proposals/Request for Quotations and tender documents for project implementation.
- Represent the Unit at Divisional meetings and the Division at project-related community engagements, maintaining professionalism.
- Act as a resource person for requests and inquiries related to Divisional activities.
- Establish, maintain, and develop relationships with other Units, Divisions, agencies, elected officials, and consultants to ensure effective partnerships.

- Manage assigned projects, ensuring effective teamwork, communication and high standards of work quality.
- Prepare project plans, reports and status updates for the Manager and other senior staff.
- Review, produce and comment on draft materials, negotiating and coordinating with stakeholders on technical advisory committees.
- Foster and maintain effective working relationships and networking with inter-divisional departments, government agencies, elected officials, and consultants through consultation and public meetings.
