The Capital Projects & Program Unit in the Transportation Services Division is hiring a temporary (12 months) Project Lead. In this position, you will be part of a dynamic team working on transformational capital projects involving the design of complete street infrastructure to support a dynamic and growing city.

Reporting to the Manager, Senior Project Manager, or Senior Engineer in the unit, the Project Lead will be responsible for supporting the planning, programming, and prioritization of capital transportation projects including but not limited to those identified in the division's Cycling Network Plan, Vision Zero Road Safety Plan, Missing Sidewalk Program, Rapid

TO Bus & Streetcar Priority Plan, and other feasibility studies and business case analyses as assigned.

The Project Lead will coordinate with internal and external stakeholders on policy and program initiatives and, depending on individual skill sets, will provide CADD design, GIS analysis, traffic operations and/or demand modeling, or safety analysis support as needed. The Project Lead will understand the transportation justice, equity, diversity, and inclusion goals and priorities of the Transportation Services Division and infuse them into all work.

Responsibilities
  • Supports the unit’s Program Managers on the planning, programming and prioritization of major multimodal complete street and other related transportation projects from feasibility to implementation.
  • Conducts research and analysis on transportation-related topics considering legislative changes, developments within the field, corporate policies and practices, and best practices in other jurisdictions.
  • Supports assigned projects and provides contract management, ensuring effective communication and high‑quality outcomes to advance the Division's initiatives in a complex municipal environment.
  • Prepares materials for briefings to senior management in the Transportation Services division and individual members of City Council, drafts staff reports and presentations for management review and submission to City Council and its Committees, and drafts correspondence for a variety of audiences.
  • Contributes to planning and developing strategic initiatives for the Division.
  • Supports responses on requests from elected officials, internal divisions, and the public, assessing feasibility within existing programs and resources.
  • Supports the preparation of Request for Proposals/Request for Quotations and tender documents for project implementation.
  • Acts as resource person for requests and inquiries related to Divisional activities.
  • Establishes, maintains and develops relationships with other Units, Divisions, agencies, elected officials, and consultants to ensure effective partnerships.
  • Embraces diversity and inclusion, fosters teamwork, and consistently contributes to a positive workplace culture.
  • Manages assigned tasks, ensuring effective teamwork, communication and high standards of work quality to advance the Division's initiatives in a complex municipal environment.
  • Prepares project plans, reports and status updates for the Manager and other senior staff.
  • Reviews, produces and comments on draft materials. Negotiates and coordinates with both internal and external stakeholders on and outside of project technical advisory committees.
  • Fosters and maintains effective working relationships and networking with inter‑divisional departments, government agencies, elected officials, and consultants through consultation, resolution of conflicts, participation in public meetings etc.
