Overview

Operations Manager

This Deputy Program Manager position reports to the Program Manager. Must be able to support the management of medium to large complex construction/facility maintenance projects, within the Operations & Maintenance Function.

  • Manage structural, mechanical, electrical, architectural, and civil construction/facility projects.
  • Manage requirements for construction/maintenance projects in operating facilities including Task Orders.
  • Plan and schedule contractor work in an operating facility including Task Orders.
  • Develop construction/facility maintenance scopes of work.
  • Manage quality requirements for construction/facility maintenance projects.
  • Manage construction/facility maintenance costs and budgets for Task Orders.
  • Obtain work approvals and permits as required.
  • Principal Duties and Responsibilities:

  • Maintain client relationships through regular communication to understand project operations, appraise of Dean Fluor activities, advise of potential improvements, assess changing needs, develop teamwork and solicit client feedback on performance.
  • Act as the first line of contact to the Program Manager by conducting interviews and maintaining close client relationships.
  • Manage the work to the terms of the contract by eliminating leakage and optimizing returns.
  • Monitor risk by reviewing it regularly and identifying significant business risk for Dean Fluor.
  • Identify future client requirements by developing on-site assessments of client operations and proposing project plans.
  • Apply appropriate analytical tools and techniques in assessing client organizations.
  • Fulfills contract requirements by ensuring that the duties and responsibilities of the project contract are clearly defined, documented, and followed by the Dean Fluor team.
  • Assist in the development and adherence by monitoring budgets, performance, and utilization and provide periodic reporting for the respective site.
  • Support sales efforts by assisting in estimates and proposals.
  • Maintain a safe work environment.
  • Perform other duties as assigned.
  • Work with Project Manager to develop a budget and cost for Task Orders.
  • Meet with client personnel to present proposals and Task Order updates.
  • Confer with supervisory personnel, client representatives, subcontractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems.
  • Coordinate the acquisition of major materials and monitor tool and equipment requirements with the TTO Manager and the warehouse.
  • Overall financial management of the project(s), ensuring timely completion including punch-list items, submission of accurate as-built drawings, operation and maintenance manuals, and completion of all training and administrative requirements.
  • Monitor project progress, preparing routine reports analyzing the accuracy of the budget, schedule, cash flow, and manpower forecasts.
  • Identify opportunities for cost-saving measures, quality improvement, and incorporate best practices.
  • Ensure adherence to all safety regulations.
  • Estimate and budget for self-performing, vendors, and subcontractors’ activities, financial performance, quality control activities, and critical metrics information.
  • Job Requirements:

  • Engineering/Construction/Business degree and 10 years in construction or O&M Site experience and 10 years experience managing large complex O&M sites.
  • Ability to communicate effectively with management, coworkers, clients, vendors, contractors, and visitors.
  • Job-related technical knowledge necessary to complete the job.
  • Attention to detail and ability to work in a time-conscious and effective manner.
  • Ability to learn and apply knowledge of applicable local, state/province, and federal/national statutes and guidelines.
  • Must be able to obtain and maintain a Top Secret clearance.
  • Abilities:
