Program Manager

Location: Tysons Corner, Virginia, USA

Overview

This role is a Program Manager for an enterprise-level program supporting a critical DHS mission. This position will support TSA’s IT strategic mission goals. These services include architecture, project management, design, integration, testing, training, and implementation support. The successful candidate will demonstrate success in managing programs valued at $50m+, managing diverse stakeholders within a Federal government entity, have a technical background with enterprise-level COTS products, and have led employees, subcontractors, and the full span of P&L and risk management.

Responsibilities
  • Provides comprehensive program management oversight for all contractor and subcontractor personnel supporting the task order to ensure that the delivery of information resources supports risk-based transportation security.
  • Lead the support of the transformation to a customer‑centric business model with technology that empowers decision‑making, embeds cybersecurity as a mission enabler, and is responsive to the evolving workforce.
  • Manage the development and use of a Resource‑Loaded Integrated Master Schedule (RL‑IMS) for the tracking and reporting of projects (e.g., cloud computing, cybersecurity, and data analytics) and operations and maintenance activities, and dashboard development.
  • Responsible for the management and oversight of all Contractor and subcontractor personnel performing work under this task order, ensuring their performance meets established standards outlined in this Performance Work Statement, Quality Assurance Surveillance Plan (QASP), and as required by the Contracting Officer or the Contracting Officer's Representative (COR).
  • Oversee performance management program for all project staff – mentor team leads and set quantifiable goals for employees.
  • Prepare and present regular program reviews, performance metrics, and executive‑level briefings.
  • Anticipate customer needs, propose innovative solutions, and align program outcomes with mission priorities. Propose ideas for on‑contract growth.
  • Serve as the primary client relationship manager within the program office.
  • Support capture, proposal, and business development activities related to follow‑on and adjacent Client opportunities.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
  • Provide high‑level program management, budgeting, scheduling, trade‑off analysis, and lifecycle costing; and conduct manpower assessments and risk management, as required.
  • Manages the overall contract onsite. All sections report to this position. The administrative aspects of the contract are managed by this position.
  • Ensures the manning and training of the contract staff is adequate for meeting the deliverables.
  • Handles all administrative functions and liaisons with the government for establishing priorities and training in new technologies as needed.
Qualifications

Required:

  • Bachelor’s Degree in Computer Science or a similar Information Technology Field.
  • 12‑year minimum managing IT operations to include:
    Service Now engineering processes and enhancement, AI/ML integration, legacy Microsoft Office, SharePoint, Skype, and Web Ex to Microsoft 365 and Windows 11.
  • Success in managing a resource‑loaded, integrated master schedule and dashboard to meet requirements.
  • Written and verbal communication skills, including presentation development to Senior Ranking Government officials.
  • Minimum of seven years of experience in the management of Government contracts.
  • Current Project Management Professional (PMP).
  • Demonstrated success in working with clients for on‑contract business growth.
  • Excellent leadership, communication, and stakeholder engagement skills.
  • Demonstrated experience managing personnel and developing team leads.
  • Demonstrated experience supporting business development activities, including identifying opportunities, supporting capture tasks, and writing proposal sections.
  • Active Secret clearance (with DHS adjudication strongly preferred).
