Job SummaryEMCOR Government Services is seeking a Chief Facility Engineer (CFE) to lead and manage our facilities and grounds operations supporting an intelligence community customer in the National Capital Region (NCR). The CFE is a key member of a team of dedicated and talented professionals delivering a wide range of Base of Operations Services (BOS) support—including installation, facility operations, maintenance and repair (OM&R), engineering support, logistics support, and project management—at facilities located in Washington, D.C., and the surrounding NCR.
Position is contingent upon contract award.
Essential Duties And Responsibilities- Serve as the principal manager responsible for the overall management and operation of the mechanical, life safety, electrical, and plumbing systems comprising BOS facilities and grounds.
- Oversee Computer Aided Design (CAD) drawing development activities and reviews of CAD products to ensure accuracy and completeness.
- Oversee contract operations related to all building management systems, including CMMS, BAS, and EPMS.
- Ensure the proper and timely application of government and local regulations, codes, standards, policies, and procedures related to BOS facilities operations and management.
- Work closely with the client to understand their needs and requirements and communicate these to contract staff and supporting vendors.
- Establish and maintain an effective relationship with the customer to achieve a mutually beneficial business relationship.
- Devise ways to improve the full spectrum of the BOS delivery process to ensure high-quality goods and services are delivered on time and within budget.
- Improve and review performance specifications and procedures for facilities operations products, services, or processes, and train staff to use them.
- Ensure legal obligations are followed and that compliance with regulatory bodies and health and safety guidelines is maintained.
- Oversee product and service delivery procedures to identify deviations from quality standards; recommend and implement corrective actions to meet or exceed expectations.
- Maintain accurate documentation and perform analysis of activities and processes to improve contract performance.
- Proactively seek feedback from clients, attend meetings, submit reports, and assist both internal and external auditors and inspectors.

Qualifications- Bachelor’s degree from an accredited university in Mechanical, Civil Engineering, or an equivalent field.
- Currently licensed as a Professional Engineer (PE) in one of the 50 U.S. states, territories, or possessions; licensure as a Professional Electrical Engineer (EE) or Mechanical Engineer (ME) preferred.
- Minimum of ten (10) years of experience managing and operating facilities and systems of similar size, scope, and complexity.
- Highly developed leadership, management, supervisory, interpersonal, analytical, and communication skills (oral and written).
- Demonstrated ability to lead and manage teams and subcontractors in diverse and dynamic environments under high‑pressure situations and with short‑notice taskings.
- Strong technical knowledge of all facilities operations and maintenance, repairs (OM&R), including complex mechanical, electrical, and plumbing systems, structural systems, vertical transportation, and critical facilities operations.
- Demonstrated experience with managing large‑scale construction projects, capital planning, and improvement projects.
- Proficiency in project scheduling applications such as MS Project and Smartsheet.
- Project Management Professional (PMP) certification highly desired; equivalent specialized experience with Project Management tools and techniques (e.g., PgMP) also highly desired.
- Knowledge of process‑improvement models such as Lean Six Sigma, ISO, etc. is a plus.
