• Administers all construction contracts pertaining to highways, bridges and highway‑related structures from the time of letting through final payment to contractors for the district.
• Serves as consultant to other district staff and acts as liaison with the Federal Highway Administration (FHWA) ensuring compliance with federal requirements.
• Reports to the District Engineer; supervises professional, technical and/or administrative employees.
• Responsible for resolution of contractor claims and construction disputes on current projects.
• Responsible for the external Employment Opportunity program.
• Responsible for the pavement management program including development of short‑ and long‑term goals for pavements and direction of planning activities and resources required to meet these goals.
• Monitors on‑the‑job training and Disadvantaged Business Enterprise and Small Business Enterprise programs.
• Monitors material testing requirements for compliance with specifications and oversees district laboratory operations.
• Oversees construction contracts partnering efforts.
• Oversees construction traffic control coordination for the district; periodically reviews traffic control devices on projects with Area Engineers.
• Oversees contracts, issuance of work orders, construction schedules and job progress on construction projects; coordinates with Area Engineers and reviews area office contract submissions.
• Represents the district at various meetings and/or serves on committees, work groups and teams.
• Reviews construction plans, specifications and estimates, change orders, supplemental agreements, memorandum agreements and extra work orders; reviews monthly and final estimates prior to submittal.
• Performs other job responsibilities as assigned.

• Education: Bachelor’s Degree in engineering or related science; graduate level education may be substituted for experience on a year‑per‑year basis.
• Experience: 7 years in transportation engineering in the construction of highways, bridges or structures; at least 3 years supervisory/managerial experience.

  Valid driver’s license (state vehicle), Licensed Professional Engineer (must obtain Texas license within 6 months if licensed elsewhere).
• Knowledge: Extensive knowledge of construction engineering policies and procedures, industry safety standards, guidelines and specification codes.
• Considerable Knowledge of: Design and plan preparation methods and requirements; applicable testing methods, processes and procedures.

• Sedentary work: lift up to 10 lbs at a time and occasionally carry files/small tools.

• Repetitive motion: substantial movements of the wrists, hands and/or fingers.

Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
