Overview
The purpose of this classification is to perform complex professional level accounting work utilizing knowledge of generally accepted accounting principles and requirements of the Governmental Accounting Standards Board (GASB) as well as managing some of the City’s accounting functions, staff and operations.
Responsibilities- Plan and oversee several of the operations, staff and activities of the City’s accounting functions including the general ledger, cash management, accounts receivable/revenue, grants, capital and special projects, agency funding, debt administration, accounts payable and payroll.
- Establish work priorities and assignments; set performance goals and objectives; assist the Deputy Chief Financial Officer, Director of Accounting and Financial Reporting, and the Director of Budgets and Strategic Planning with monitoring and evaluating accounting operations; and implement changes to improve efficiency and accuracy.
- Supervise, direct and evaluate assigned staff, process employee concerns and problems, direct work, counsel, discipline and complete employee performance appraisals.
- In coordination with the Purchasing Division, monitor levels of insurance coverage on all City property and necessary employees; recommend adjustments to coverage and reserves.
- Assist the Deputy Chief Financial Officer and Director of Accounting and Financial Reporting with the preparation of the finance budget, reports, meetings and other special projects.
- Supervise and review all work performed by the accountant responsible for the bookkeeping function for the Fire & Police Pension Board.
- Review accounting activities, transactions and reconciliations; ensure accuracy and compliance with state, federal and local regulations and with generally accepted accounting principles; review and approve final documents and transactions; identify discrepancies; and initiate and/or implement corrective actions to resolve discrepancies and correct errors.
- Monitor and approve accounting transactions and assist in the monthly and year‑end close of the accounting system.
- Assist the Deputy Chief Financial Officer, Director of Accounting and Financial Reporting and the Director of Budgets and Strategic Planning in providing guidance and assistance in the resolution of difficult accounting issues; interpret and resolve accounting problems identified by staff, auditors or other departments; and research and analyze information and financial reports, summaries, statistical data, findings and recommendations.
- Coordinate the preparation for and implementation of major accounting initiatives such as the implementation of new information systems and the implementation of new financial models and/or mandated accounting system changes; establish priorities, sequences and milestones; coordinate activities with other departments and staff; and provide status reports and updates.
- Respond to questions and requests for information from employees, managers and the general public; explain and interpret accounting policies, procedures and regulations; and resolve complaints and issues which cannot be addressed by subordinate staff.
- Work with all City departments to maintain and improve internal controls, including working to resolve any management letter issues communicated by the external auditors.
- Assist in the coordination of information between the divisions of the Accounting and Finance Department as well as with other City departments.
- Assist with the compilation of reports such as the Annual Comprehensive Financial Report (ACFR), grant, investment, debt, or other operational reports required to gauge operational efficiency and/or compliance with Federal, State and Local ordinances or guidelines.
- Serve on boards and committees as required and on occasion must attend meetings after office hours.
- Supervise and coordinate staff. This may include mentoring, recommending, and/or delivering training, and assigning work.
- Participate in employee evaluations up to and including preparation and delivery of written performance appraisals.
