The overall objective of the AGRINVEST Programme is to support sustainable and inclusive development of the agrifood sector in Angola, leading to national food and nutritional security as well as increased contribution of the agriculture sector to overall economic growth and diversification. The project will provide technical assistance to strengthen institutional coordination, promote investment in agribusiness, and enhance value‑chain development in strategic corridors.
Role DescriptionThe Team Leader will be responsible for the overall coordination and management of the project, ensuring the effective delivery of outputs and maintaining strong relationships with the EU Delegation, government counterparts, and other stakeholders. The incumbent will oversee the technical team, manage resources efficiently, and guarantee coherence across all components of the technical assistance.
Key Responsibilities- Lead and coordinate the multidisciplinary team and oversee all project activities.
- Ensure strategic planning, quality assurance, and timely delivery of project outputs.
- Liaise with the EU Delegation, the Ministry of Agriculture and Forestry (MINAGRIF), and other institutional partners to ensure smooth implementation.
- Provide technical guidance in institutional coordination, agribusiness development, and financing instruments.
- Monitor and report on project performance, ensuring alignment with EU requirements and AGRINVEST objectives.
- Facilitate stakeholder engagement across public and private sectors to foster sustainable investment and policy coherence.
- Master’s degree in economics, social sciences, public administration, international development, or a relevant field; alternatively, 20 years of equivalent professional experience.
- Demonstrated leadership, communication, and negotiation skills, with at least 5 years as a Team Leader or in a similar senior coordination role.
- Fluency in Portuguese and English (minimum C1), both oral and written.
- Minimum 12 years of experience in coordinating technical assistance on socio‑economic development projects, preferably in Sub‑Saharan Africa.
- At least 5 years of experience (or across 10 assignments) related to financing instruments (grants, loans, guarantees), ideally in the agrifood sector.
- Strong understanding of EU procedures and financing instruments.
- Experience with value‑chain development in strategic corridors is an advantage.
- Proven record as Team Leader or equivalent senior role in at least two long‑term assignments (preferably 12 months each).
- Demonstrated experience in designing, implementing, monitoring, and reporting on large‑scale agribusiness or investment programmes in developing countries.
- Strong experience in institutional coordination, engaging donor delegations, ministries, and private sector actors.
- Proven ability to work with financial instruments such as grant schemes, blended finance, or similar mechanisms.
- Several years of recent experience (within the last 5–10 years) in Sub‑Saharan Africa, preferably Angola, in agribusiness or value‑chain development.
