Job Highlights

Get involved in a crucial part of Human Resources as our Management Analyst 5 in the Labor Relations program. This role participates in the bargaining and administration of collective bargaining agreements (CBA) for agency wide employees and provides complex analysis, data, research, and consultative support to HR staff, managers, and supervisors. Responsibilities include contract compliance reviews on personal service contracts and negotiating impacts of Demand to Bargains filed by the union.

This position requires proactive problem solving and adaptability.

Responsibilities
  • Represent the Labor Relations Manager for bargaining on WFSE (GG and LAP) and Coalition Union negotiations and demand to bargains; extended hours may be required during bargaining.
  • Identify, analyze, and formulate strategies to address ineffective contract Articles for future statewide CBA negotiations.
  • Research strategies, barriers, and challenges; recommend alternatives to LR Manager and OFM Labor Negotiators.
  • Review agency-wide contract compliance on personal service contracts.
  • Analyze and negotiate impacts of Demand to Bargains filed by unions related to personal service contracts; exercise independent judgment on complex issues with statewide implications.
  • Develop and/or deliver master agreement training to agency-wide managers and supervisors.
  • Review and participate as a subject matter expert in updating personnel policies and procedures to align with civil service rules, federal and state laws, and CBAs.
  • Provide expert level technical advice to Executive Management, Managers, Supervisors, and HR staff on resolving workplace disputes and applying master agreements, rules, policies, and laws.
  • Determine data sources and methods for gathering and analyzing information for UMCCs, grievances, RFIs, OFM, and AAG.
  • Prepare for grievances, mediations, and arbitrations by analyzing cases and collecting and analyzing materials.
  • Conduct independent research for labor relations policy formulation and bargaining proposals for master contracts and agency supplemental bargaining.
Qualifications

Required:

  • Five years of demonstrated experience in two or more of the following areas, with a minimum of two years in human resources and one year in supervision: conducting research; analyzing policies, laws, rules, or regulations; conducting business analysis and developing requirements; leading business projects; managing business operations; business policy development; supervising; human resources.

AND

  • Bachelor’s degree in business administration, public administration, law, public health, health administration, or a related field

OR

  • Equivalent experience from the list above totaling 9 years or greater

As well as:

  • Expert level, clear and concise writing and verbal skills with the ability to communicate with a wide audience and customers.
  • Ability to take action to learn and grow and to meet the needs of others.
Desired Knowledge,

Skills and Abilities
  • Experience as a human resources consultant or closely related position with increasing responsibilities.
  • Knowledge of human resources/labor laws and rules.
  • Fiscal or payroll experience.
  • Experience interpreting labor contracts.
  • Skill in dispute resolution, negotiations, and settlements of complex labor issues.
  • Experience conducting research on collective bargaining agreements, policies, and laws.
