Position: Deputy Chief Financial Officer (WMS3)

Overview

Department of Revenue (DOR) is looking for a trusted financial professional dedicated to ensuring financial accountability and oversight, and assisting the Chief Financial Officer (CFO) to advance the agency’s mission. The Deputy Chief Financial Officer is responsible for the day-to-day operations of financial reporting, accounting, and distributions to over 60 state fund accounts, as well as local and tribal governments. This role employs advanced financial management principles to make a difference and impact by assisting the CFO in leading the agency in all matters relating to financial accountability.

Responsibilities
  • Lead the agency’s financial accounting to provide a roadmap and transparency of agency funds, including risk management, financial data analytics, internal controls, and accurate financial reporting. Ensure timely communication of financial results to support the agency’s mission. Manage revenues and receivables totaling more than $41 billion.
  • Anticipate and identify financial problems; develop solutions; inform critical independent, strategic financial decisions; and create financial contingency plans.
  • Analyze problems, identify solutions, project consequences of actions, and implement actions to support agency and program goals.
  • Participate in inter-agency work groups evaluating and recommending fiscal aspects of program changes.
  • Present financial information to staff, Executive Team, State Treasurer’s Office, Office of Financial Management, and State Auditor’s Office.
  • Evaluate and make recommendations regarding the fiscal aspects of program changes.
  • Account for and verify state fund distributions and coordinate correspondence with the proper state fund entities.
  • Analyze trend revenue reports for the Economic Forecast Council to inform quarterly forecasting, supporting general fund-dependent agencies and programs; may assist in external presentations.
  • Administer and oversee all agency financial analysis reporting and reconciliations; lead internal controls and validation; serve as a key contact for external annual audit reviews.
  • Lead the financial process and team responsible for employee reimbursements, payroll, leave, and benefits for all staff.
  • Recommend and enforce compliance with financial policies and procedures in accordance with State and Federal laws, regulations, and accounting principles; provide financial expertise to agency management to ensure accurate reporting and risk management.
  • Apply knowledge across audit requirements, cash handling, internal control processes, financial reporting, and data analytics to maintain a strong financial position for the agency.
  • Ensure PCI and cash handling policy compliance; manage audit reviews by external entities.
  • Conduct annual financial risk assessments and test internal controls to manage financial risks accurately.
  • Support the One Washington Project and the replacement of the State’s core financial system, ensuring operations are evaluated and adjusted prior to implementation.
  • Supervise two WMS Band 2 level managers in Treasury Management and Accounting.
Qualifications
