The Director of Program Services is responsible for the daily operational leadership of more than one Red Shield Youth Center within a command. This role ensures consistent, high-quality programming and center operations, allowing the Area Executive Director to focus on external fundraising, strategic partnerships, and community development as applicable to their role. The Director of Program Services serves a leadership role within the youth centers, managing staff, overseeing program execution, and maintaining a safe, engaging environment for youth and families.
Participates in the Salvation Army’s ministry advancement by collaborating with the Salvation Army Officers to ensure Red Shield Youth Centers provide an engaging, enriching, and empowering environment where youth develop Christ-like character, preparing them to become tomorrow’s leaders.
Operational StandardsResponsible for ensuring all applicable Tier 2 Red Shield Youth Center operational standards are implemented and maintained.

Program Development & Leadership Responsibilities (40%)- Plans and oversees the administration and analysis of organizational-wide program curriculum and activities that support The Salvation Army Red Shield Youth Centers Youth Development Strategy; ensures that programs are safe and drive outcomes; ensures the evaluation of programs on a continual basis and ensures programs/activities respond to youth needs; establishes objectives consistent with organizational goals and missions.
- Responsible for the administration of programs by overseeing programs and training at each center; ensures the completion of required reports (particularly for grant/restricted funded programs); and prepares any required interagency reports; ensures the accuracy and completeness of all reporting.
- Serves as the lead for program quality issues, coaching, and training and responds accordingly.
- Conducts regular meetings with the Program Staff to establish program and training needs and to help ensure attainment of target outcomes.
- Collaborates with the Program Staff as relates to the onboarding and training of staff on an ongoing basis to ensure a prepared and engaged program staff necessary to meet current needs of youth and funding requirements.
- Assists in planning and implementing a staff development and training program in collaboration with the Director and the Center team.
- Assists the Director in building and maintaining partnerships with other youth-serving organizations, youth, parents, families, and community organizations.
- Participates in activities to maintain good public relations for programs, services, and activities.
- Oversees the provision of day-to-day program activities in accordance with established standards and goals; ensures that youth are encouraged to participate in a variety of program areas/activities and receive instruction and constructive feedback to develop skills in program area(s).
- Collaborates with Area Executive Director monthly to review and update the supplies, equipment, and curriculum needed to carry out programs safely and effectively.
- Establishes and maintains organizational-wide program goals and settings that insure the health and safety of youth. Ensures that staff understand and effectively communicate standards of program; that they ensure program areas are safe, well ventilated, and well lit, and that equipment is maintained in good working condition.
- Conducts regular Center visits including observations of programs and services, staff practices, and compliance with safety procedures and policies; provides a report of site tour findings to the Director.
- Ensures a daily and as-needed assessment of all facilities is conducted to reduce risk and promote cleanliness; oversees janitorial staff to maintain clean facilities.
- Manages the safe and routine use of the facilities year-round; ensures facilities are ready for programming on time and on a regular basis to support programming and staff in all facilities.
- Ensures facilities and fleet repairs and maintenance needs are communicated and followed up on a timely basis with maintenance staff.
- Coordinates and collaborates with all areas of the center and senior leadership team to be successful in this position; maintains close, daily contact with Center staff, Center youth, and supervisor to receive/provide information, discuss issues, explain or interpret guidelines/instructions, instruct and advise/counsel staff.
