Regional Manager, Affordable Housing

The Regional Manager, Affordable Housing oversees the entire operations of a housing community portfolio. As a regional leader, you will manage all phases of operations—including personnel, leasing, maintenance, financials, administration, and risk management—while ensuring compliance with Asset’s policies, safety and fair‑housing guidelines, and liability requirements.

Essential Duties & Responsibilities
Affordable Housing
  • Ensure compliance with Equal Housing Opportunity/Affirmative Fair Housing laws.
  • Follow LIHTC and/or Section 8 policies and procedures.
  • Monitor LIHTC application and annual recertification processes.
  • Ensure regulatory compliance with funding requirements, contract and reporting obligations.
  • Conduct file reviews, physical inspections, and interact with regulatory agencies.
  • Conduct semi‑annual inspections as required.
Personnel Management
  • Screen, hire, train, coach, and develop on‑site staff using company directives.
  • Provide ongoing training, coaching, counseling, and guidance in compliance with training benchmarks.
  • Document and address performance problems; coordinate with HR and supervisor for terminations when necessary.
  • Prepare salary increase requests for Community Managers and other staff; review and sign off on all requests.
  • Approve all timesheets, ensure accurate hour counts, and verify vacation and sick time documentation.
  • Promote harmony and quality job performance through effective leadership and support.
  • Ensure staff compliance with company policies and procedures.
Financial Management
  • Achieve the highest possible net operating income through cost control and revenue‑leasing improvements.
  • Develop yearly operating budgets and forecasts.
  • Provide monthly written evaluation of income and expense line items that are significantly over budget.
  • Recommend capital improvement projects and monitor proposals and contracts for large projects.
  • Ensure timely receipt and reconciliation of deposits, rent collections, charges, and vendor invoices.
  • Ensure property closeout reports are accurate and completed on time.
Strategic Leasing Management
  • Develop yearly marketing plans and utilize marketing strategies and systems.
  • Implement resident retention programs and address resident complaints and requests.
  • Effectively show, lease, and move in prospective residents.
Administrative & Maintenance Management
  • Ensure administrative and leasing reporting is accurate, complete, and timely.
  • Assist the emergency team with property emergencies and minimize liability.
  • Monitor maintenance staff response times and customer service quality.
  • Maintain property appearance and ensure repairs are completed promptly.
  • Plan and manage property resources, equipment, and supplies efficiently.
  • Lead maintenance, construction, and rehabilitation activities to ensure quality and expediency.
Travel
  • Estimated travel: 25-50% of work time annually for property visits, conferences, training, and other business activities.
Education & Experience
  • Experience with affordable housing, including LIHTC.
  • Prior experience as a Regional Manager.
  • High School Diploma or equivalent;
    Bachelor’s degree preferred or 4+ years of housing industry experience.
  • Certified Apartment Manager (CAM) or Accredited Resident Manager (ARM) preferred.
  • Basic computer skills and knowledge of on‑site software functions.
  • Knowledge of Fair Housing Laws and OSHA requirements.
