Positions in this job family are responsible for planning, supervising, and performing technical and professional level transportation work in any area of transportation: research, planning, design, survey, environmental studies, bid lettings, construction, maintenance, project management, highway and bridge construction, field management of utilities, property appraisal and acquisition, relocation assistance, traffic operations, materials testing, and laboratory management.
Responsibilities- Perform sampling and testing of materials for highway construction and maintenance; conduct plant inspections and material certifications.
- Survey grade and alignment of highways using survey equipment.
- Collect statistics and documentation about the state highway system.
- Conduct traffic studies to aid in determining transportation system improvements.
- Develop, revise, and disseminate bid proposals for construction projects, incorporating revisions.
- Inspect, review, or oversee contractors, consultants, or utility relocations; ensure compliance with plans and contracts; prepare progressive and final estimates for contractors.
- Plan and review transportation systems (rail, public transportation, waterways, highways); determine service levels and future needs; consider social, economic, and environmental effects.
- Perform real estate duties—property appraisal, acquisition, or relocation assistance; prepare plans and reports for right-of-way projects.
- Audit research programs, right-of-way plans, planning decisions, materials testing, surveys, and construction documentation for effectiveness and accuracy.
- Supervise employees in any area of transportation work.
This is the leadership level where incumbents provide direct supervision to lower level staff, directing the work and operational activities of a work unit or section involved in various functions or operations related to transportation.
Education and Experience- Level I – Education and experience requirements are none.
- Level II – One year of transportation-related experience or equivalent (two college courses in mathematics, natural science, engineering, or related field).
- Level III – Three years of transportation-related experience or equivalent (30 semester hours per year, including two college courses in mathematics, natural science, engineering, or related field).
- Level IV – Four years of transportation-related experience or equivalent (30 semester hours per year, including two college courses in mathematics, natural science, engineering, or related field).
