Basic PurposeResponsible for planning, supervising, and performing technical and professional level transportation work, including research, planning and design, survey, environmental studies, bid lettings, construction, maintenance, or project management.
Typical Functions- Sampling and testing of materials for highway construction and maintenance; plant inspections and certification.
- Surveying grade and alignment of highways using survey equipment.
- Collecting statistics and documentation of the state highway system.
- Conducting traffic studies to determine transportation system improvements.
- Preparing bid proposals, incorporating revisions, and disseminating information to contractors.
- Inspecting, reviewing, and overseeing contractors, consultants, or utility relocations; preparing estimates.
- Planning and reviewing transportation systems, determining existing service levels and future needs.
- Performing real‑estate duties: property appraisal, acquisition, relocation assistance, plan preparation.
- Auditing research programs, right‑of‑way plans, and construction documentation.
- Supervising employees in transportation work.
- Level I:
Entry‑level technical work using standardized procedures. - Level II

Technical tasks at full performance level. - Level III
:
Advanced technical and professional work; may supervise a small project. - Level IV
:
Professional work at career level; may oversee multiple projects and provide guidance.
- Basic geometry, algebra, construction materials, English for instruction.
- Survey procedures, plans and specifications, transportation planning principles.
- Laboratory equipment and testing, judgment, organization, training, decision‑making.
- Advanced: real‑estate practices, transportation theory, law, negotiation, communication.
- Level I:
None. - Level II:
One year of transportation work experience or equivalent; or two college courses in math, science, or engineering. - Level III:
Three years of experience or equivalent; 30 semester hours substituting for each year. - Level IV:
Four years of experience or equivalent; 30 semester hours substituting for each year.
Valid driver’s license; willingness to travel; physical abilities demonstration may be required; registration or certification may be required; some positions are safety‑sensitive.
