Position Overview /DutiesKEY DUTIES:
- Performs various studies which may include hydraulic modeling for complex levee and channel projects, developing water surface profiles for steady and unsteady flow regimes, dam breach modeling, 2D hydraulic modeling, and floodplain inundation mapping. Evaluates the designs of dams and levees, including the computation and analysis of design storms, runoff, hydrologic and hydraulic routing, and design floods. Prepares detailed reports that describe the techniques that were used and results that were obtained.
30% - Develops hydrologic and hydraulic studies that support flood plain management. Uses statistical analysis of meteorological and hydrological parameters to determine peak flow and low flow frequencies to be used in all phases of project design. Determines the downstream effects of design floods on the operation of downstream projects and the flood plain. Provides key data for flood hazard and mitigation studies.
25% - Performs hydrologic and hydraulic investigations of watersheds for all purposes of the project, including flood control, water supply, and water quality. Coordinates field examination of hydrologic and hydraulic problems when necessary, organizes the collection of data, and determines potential solutions. Initiates, coordinates, and develops basic hydrologic and hydraulic studies in planning investigations of systems and individual projects and relates these proposed solutions to meet needs or alleviate problems.
25% - Exercises leadership responsibility over subordinates through grade GS-11 by planning, coordinating, assigning work; setting priorities; giving instruction and advice; recommending appointment and promotion of employees; determining training needs and resolving minor complaints. Collaborates with stakeholders, including other Federal or state agencies and local interests. Maintains competencies in computer programs and other state‑of‑the‑art techniques required for detailed analysis. 15%
- Provides support for flood control operations by maintaining competency in flood forecasting. Provides forecasting assistance on an as‑needed basis during flood events. 5%
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD, Section 9905 to recruit and appoint qualified candidates to positions in the competitive service.

Minimum Experience Requirement1 year specialized experience equivalent to at least the next lower grade level.
