We are looking for a Information Technology and C4 Director to provide services to Detachment One, 414th Combat Training Squadron in support of ACC exercise FR-R and other Personnel Recovery training events for the five stages of an exercise: design, planning, preparation, execution, and evaluation services.
SummaryThe primary purpose of this position is to direct all aspects of IT/C4I within the Detachment and RF-R. This position will supervise the IT Manager and C4 Manager) and will report directly to the Detachment Director of Operations.
Responsibilities- Perform any task as assigned by designated government supervisor related to the JELC process for RF-R or associated training events
- Provide Director of Operations with subject matter expertise for all facets related to IT/C4 operations in RF-R
- Plan, manage, track, and execute all associated C4 coordination tasks for RF-R or other Detachment One training events IAW the JELC or Joint Task Capability
- Assist Detachment government staff with scenario development
- Liaise with Points of Contact (POC's) from units tasked to participate in RF-R
- Coordinate with Host Base agencies and HQ ACC/A3J to provide required exercise communications support to include Non-Secure Internet Protocol Router (NIPRNet), Secure Internet Protocol Router (SIPRNet), Defense Switched Network (DSN) phone, commercial phone, Land Mobile Radios (LMR), Frequency management, Situational Awareness Data Link (SADL), LINK

11, Soldier Radio Waveform (SRW), High Performance Waveform (HPW), and other requirements as needed - Promote an integrated net-enabled exercise, emphasizing USAF PR/CSAR requirements and abilities
- Develop, coordinate and publish required IT/C4 exercise schedules, execution instructions, force structure, doctrine, and exercise execution procedures
- Develop and implement virtual office environment to allow staff to travel, and work from multiple locations, all while sharing work products
- Ensure Weapon System and ISR platform C4 integration
- Incorporate net-enabled technologies. Ensure participants have the ability to practice TTPs with Link 11 & 16 integration and SADL integration
- Coordinate SATCOM and frequency allocation to support flying and ground operations during exercise execution
- Coordinate and integrate Modeling and Simulation (M&S) support to RF-R. Facilitate a means to deliver scenario message traffic
- Coordinate and ensure RF-R has a Common Operating Picture (COP) to monitor that supports exercise mission planning and execution.
- Coordinate SHOUT NANO support during exercise execution
- Leverage current exercise tools and capabilities to include procurement of exercise management technology
- Integrate JCS, JITC, and other organizational tools and technologies for managing, coordinating, recording, and injecting notional assets into the exercise
- Maintain JNTC certification requirements
- Coordinate with other agencies as required providing for a realistic communications infrastructure for the exercise, emphasizing weapons systems integration of all assets
- Assist with creation of decision briefs to ACC/HAF/HHQ staff for action/decision
- Monitor and manage exercise execution
- Ensure USAF Continuous Process Improvement (CPI) techniques utilized in all JELC stages to ensure RF-R organizational learning in JELC Stage 5, capturing emerging future operational capacities, and coordinate with Lessons Learned manager to incorporate data into JELC Stage 1
- Other duties as required to facilitate exercise or Detachment One requirements
- Bachelor's Degree in Computer Science or equivalent degree
- Five years of commissioned or senior non-commissioned officer DoD communications experience within the last five years
- Requires USAF Communications Administrative privileges
- Strong interpersonal communications skills and the ability to work on a multi-disciplinary level in coordinating requirements from other functional representatives
- Demonstrated experience in C4I requirements analysis and management of a JNTC accredited exercise Program
