The Sonoran Land Resources Project Management Team is seeking applicants for a Tribal ROW Analyst or Agent I, II, III, or Senior position. This role will work closely with the Project Management Team to perform right-of-way (ROW) checks, procure and review Title Status Reports (TSRs), request Permission to Survey from various Nations, support public outreach and allottee negotiations, and correspond and collaborate with federal agencies and Tribal Nations.
This is an excellent opportunity for a ROW professional looking to expand their skill set in Tribal ROW processes, outreach, and coordination.
Essential Functions:
- Conduct analysis to determine existing ROW or when new ROW is needed
- Performs ROW checks for Tribal, allotted, trust, and fee lands (as applicable by project location)
- Request, track, and coordinate Title Status Reports (TSRs) and land ownership documentation
- Request permission to survey and coordinate survey needs with internal and external stakeholders
- Analyze and review information from land surveys, engineering drawings, environmental documentation, and interpret project impacts
- Maintain project databases including updates, and updated records of communications and contact logs
- Coordinate with a variety of disciplines and specialties including:
- Cultural resources / archaeology
- Survey
- GIS / Mapping
- Realty and ROW Departments, Tribal and Federal
- Correspond and coordinate with federal agencies, specifically the Bureau of Indian Affairs (BIA), and other agencies as required
- Conduct public outreach efforts including supporting and participating in Community Engagement meetings, public meetings, and other community engagement efforts as required by project scope
- Support allottee outreach and negotiations, including coordination of compensation discussions, documentation support, and follow-up communications
- Maintain organized and accurate notes, tracking records, and status updates related to outreach and negotiations
Desired Education and Qualifications:
- Experience working with Tribal lands, allotted lands, and/or BIA ROW processes preferred
- Proficient in interpreting engineering drawings, land surveys, and legal descriptions
- Practical knowledge of land title and the purpose/importance of Title Status Reports
- Efficient with Microsoft Office Suite (Outlook, Word, Excel, Teams)
- Strong organizational skills with the ability to manage multiple tasks and deadlines
- Excellent business communication and customer service skills
- Experience using project tracking systems and databases such as and other internal/client file structures
- Degree in related field or previous ROW experience is preferred
Minimum Qualifications:
- Valid driver’s license
- Ability to travel as required by project needs
- Ability to manage multiple priorities, deadlines, and time-sensitive deliverables with minimal supervision
- Strong attention to detail with the ability to maintain accurate project documentation, correspondence logs, and tracking updates
- Ability to communicate professionally and effectively in both verbal and written form with allottees, the public, clients, project teams, and outside contractors
