Job Description

We are seeking a skilled, motivated professional leader to join our Treasury & CIP Division. The ideal candidate will serve as a supervisor overseeing the cash and debt management team, providing the staff with mentoring, coaching, and training in their career development. The team is responsible for managing and reconciling cash, funding the capital program, and preparing cash flow statements for various departments to assist them in making prudent business decisions.

Additionally, the section tracks and manages all of the County's debt issues, including reporting requirements and coordination of payments and post‑issuance compliance.

Essential Functions
  • Manage and administer fiscal and general administrative functions related to the area of assignment.
  • Coordinate internal services or support functions for a department or specific functional unit.
  • Manage acquisition, storage, and distribution of supplies and equipment to support unit or department activities.
  • Develop or participate in the development of departmental‑related policies and procedures and implement the same as they relate to the area of assignment.
  • Interpret unit or department policies and operational procedures, review proposed changes, and recommend changes to management.
  • Develop and implement new procedures for short‑ and long‑term plans to improve efficiency, productivity, and operating economy.
  • Provide input to and assist in the development and design of automated information systems.
  • Coordinate the collection, reporting, and documentation of data for assigned activities and compose reports concerning activities of areas of assignment.
  • Oversee the development, submission, maintenance, and archiving of mandated reports, forms, and records.
  • Direct formal training and development programs for assigned staff.
  • Supervise, train, and evaluate support staff and coordinate the activities of the area of assignment.
  • Review work of staff to ensure accuracy of documents and adherence to policy.
  • Represent the department/division by interacting with various County, federal, and state departments, agencies, private industry, contractors, and public committees.
  • Administer internal personnel activities in coordination with the centralized Human Resources Department.
  • Monitor day‑to‑day financial matters such as sources of funding, contract renewals, payroll, purchases, and petty cash funds.
  • Administer internal procedures for conducting competitive hiring and promotion.
  • Develop, monitor, revise, and administer the department or assigned unit budget and maintain budgetary records.
  • Conduct research, data gathering, and reporting of special projects related to the area of assignment.
Minimum Qualifications
  • Bachelor’s degree from an accredited college or university with a major in public or business administration, finance, accounting, economics, or a related field, and three years of professional‑level budget, auditing, or accounting analysis, financial management research, or fiscal administration experience.
  • (CPA designation may substitute for one year of the required professional experience.)
Preferred Qualifications
  • Minimum three (3) years experience working in the finance or accounting department of a municipal organization or corporation.
  • Minimum three (3) years experience preparing and analyzing financial statements, including statements of cash flows for a municipal organization or corporation.
  • Experience reconciling balance sheet accounts, including cash and investment account reconciliations.
  • Experience analyzing cash balances and managing debt.
  • Minimum three (3) years experience providing supervision, training, mentoring, and quality control.
