Position:
Plans Examiner I — a classified position within the Development Services Department. Salary Grade 11. Pay range $26.39‑$36.95 per hour, with a hiring range estimate $26.39‑$31.67 per hour. Open to current Pima County employees only.
- Examines, screens, and reviews plans and specifications for complex residential and simple commercial construction, alteration, repair, demolition, moving or proposed new uses to ensure compliance with County building codes and related regulations.
- Determines code compliance of proposed structures relative to use, occupancy, fire protection, and safety.
- Performs analysis of permit applications for lighting, ventilation, living space, etc.
- Assists professionals (consulting engineers, architects, owners, contractors) in interpreting code provisions.
- Reads, interprets, and applies applicable provisions of codes, laws, ordinances and statutes.
- Prepares and maintains manual and computer-based files of materials reviewed.
- Assists the public by explaining permitting and plans review processes.
- Supports staff and subordinates with code interpretation.
- Identifies discrepancies or conflicts for supervisory attention.
- Prepares routine, recurring and special reports.
- Might supervise, train, and evaluate staff; may provide recommendations on personnel activities.
- Might perform remote inspections as needed.
- Four years of experience as a contractor, engineer, architect, superintendent, foreman, competent mechanic, construction plan reviewer, or construction project manager.
- OR one year of experience with Pima County as a Building Trades Plans Technician or closely related position (as determined by department head).

Preferred Qualifications- ICC certification as a residential plans examiner or related certification.
- Experience with building codes.
- Experience with structural engineering principles, load paths.
- Experience with Microsoft Office.
- Experience with GIS and inspection software.
- Experience with zoning/grading regulations.
Pima County Human Resources will admit only candidates meeting the minimum qualifications. Applications will be assessed based on education and experience. Candidates meeting min qualifications may be further evaluated against preferred qualifications. The hiring authority will interview and select from a referral list. Additional assessments/testing may be required.
Licenses and Certificates- Plans Examiner certification by a nationally recognized organization (e.g., ICBO, ICC) required at appointment and maintained thereafter.
- Some positions require a valid Arizona class D driver license.
- Failure to obtain/maintain required certification will be grounds for termination.
