- Under general direction, plans, directs, and coordinates county-wide emergency warning and safety programs relative to natural or man‑made disasters; may be exposed to dangerous, hazardous, and/or stressful situations; attends in‑service training programs.
- Establishes plans and systems to be activated in the event of emergencies; develops teaching and warning systems relative to natural disasters (e.g., tornadoes, blizzards, etc.); develops procedures to combat and protect against man‑made disasters (e.g., hazardous waste and chemical spills).
- Coordinates disaster service plans with local organizations and agencies; maintains communication network with area law enforcement agencies, health care providers, and emergency organizations; attends meetings with governmental and community organizations to develop and review disaster service plan.
- Provides information to area residents on proper safety measures and methods of protection against natural or man‑made disasters; consults with local business, education, and community leaders to communicate safety and emergency plans.
- Confers with state and local government officials to ensure plans and procedures comply with applicable laws/policies; meets with members of State Disaster Services Agency to review emergency procedures; meets with County Commissioners to review annual budget; researches availability of grants and writes grant requests; determines ability to meet requirements; submits requests to appropriate authorities for approval.
- Performs other related duties as required (e.g., supervises volunteer personnel during emergencies, etc.).

- Completion of secondary education supplemented by training in disaster service or civil defense planning, possession of oral and written communication skills, and two (2) years’ experience in emergency management or related field, or equivalent.
Must possess a valid Ohio driver's license.
From date of hire, must complete the training program as outlined in the Ohio Administrative Code 4501:3-5-01 within two (2) years.
- Complete a Professional Development Series as outlined by the Ohio Emergency Management Agency within three (3) years.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals; write routine reports and correspondence; speak effectively before members of the public, senior managers and employees of departments and the County.
