Overview
The Appraisal Project Manager II is a mid-level role responsible for overseeing all phases of the appraisal process, ensuring project execution aligns with client contracts and company standards. This role budgets, staffs, schedules, and supervises workflows to deliver high-quality projects on time. The Appraisal Project Manager II leads multiple projects simultaneously (typically covering approximately 50,000 parcels or less) and may oversee moderate-sized teams.
Generally responsible for less than $1-2m in revenue. Strong leadership, communication, and project management skills are required to coordinate between appraisers, clients, and other stakeholders. On-site attendance at a client or Tyler office is required each day; on occasion, field work may be necessary.
Work with technology-driven solutions for property assessment and tax software and mass appraisal services. From data collection to computer-assisted mass appraisal, tax billing and collections, you will help develop property and recording solutions for the public sector.

Responsibilities- Oversee all phases of appraisal projects, ensuring alignment with client contracts, scope, and company requirements.
- Manage costs, schedules, quality, safety, and related project activities.
- Collaborate with the Regional Manager to develop and monitor project budgets.
- Ensure timely invoicing and collection from clients.
- Provide project management to ensure adherence to statutory deadlines, milestones, client contracts, applicable regulations and IAAO standards.
- Establish short-term project goals and create comprehensive work plans.
- Lead status meetings, monitor progress, and ensure quality and timeliness of deliverables.
- Recommend and lead process improvements as needed.
- Ensure field and office procedures align with company policies and client contracts.
- Act as a liaison between Appraisal operations and Appraisal technology teams and other cross-departmental teams.
- Supervise pre-valuation activities for residential/agricultural and commercial/industrial properties.
- Foster strong client relationships through effective communication and professionalism.
- Identify and resolve project risks and issues proactively.
- Prepare and submit regular project status reports to relevant stakeholders.
- Provide leadership, supervision, and training to project staff; manage hiring, coaching, and performance.
- Serve as the liaison between the project, the public, and local officials, addressing inquiries professionally.
- Maintain production records and ensure timely submission of payroll and progress reports.
- Support taxpayer communication and manage formal hearings as required.
- Identify new appraisal service opportunities and collaborate with sales to develop strategies.
- Navigate complex political environments professionally.
- Analyze trends, resolve cross-functional issues, and implement preventative measures.
- Maintain industry certifications and stay updated on IAAO standards and appraisal systems.
- Ensure adherence to company policies, including safety and ethical guidelines.
The Appraisal Project Manager II is accountable for supervising team members, project deliverables, and client satisfaction. Projects must be completed on time, within scope, and on budget. This role maintains client satisfaction and supports future business opportunities by ensuring high-quality project execution.
ComplexityIncumbent must be able to:
- Manage multiple projects simultaneously, ensuring deadlines are met.
- Build rapport, influence, and negotiate with clients, vendors, employees, management, and other departments to achieve project goals.
- Understand and apply financial knowledge (budgets, P&L) to projects.
- Recommend and implement improvements to appraisal processes.
- Effectively communicate and train diverse audiences, including clients and staff.
- Demonstrate strong organizational skills to manage multiple projects and work streams.
- Demonstrate problem-solving and analytical skills for resolving moderately complex issues.
- Demonstrate knowledge of appraisal/tax standards, state regulations, and certifications; learn and pass state certifications as required.
- Bachelor’s degree in Business, Mathematics, Project Management, or related field, or equivalent work experience.
- Minimum of three (3) years of full life-cycle project management experience.
- Seven (7) years of mass appraisal experience (Residential/Agricultural & Commercial/Industrial), Reappraisal, new construction, Cost Market Valuations, and related appraisal service functions.
- Appraisal certifications and PMP certification are preferred.
- Experience with TAX CAMA systems; preference for multiple system experience.
- SQL experience preferred.
- County/municipal government property valuation/assessment experience in public or private sector.
