Job Overview

The position functions as the Electrical Engineer, providing OBO/Riyadh with a full range of critical engineering and construction quality assurance, management, and technical oversight of the Riyadh, Saudi Arabia project. An Electrical Engineering degree is required.

The incumbent is responsible for performing technical inspections of electrical work, monitoring the contractor's quality control program, and reviewing project drawings and specifications to ensure compliance. This position supports and assists OBO/Riyadh in ensuring the completion of the project in accordance with contract requirements. Specific experience with high and low voltage equipment, as well as telephone and fire alarm systems, is desired.

Responsibilities
  • The incumbent ensures that the contractor is performing the required contract work in accordance with the design documents.
  • Read design/construction drawings and understand design narratives and calculations; review engineering shop drawings and determine if the contractor has complied with the final design parameters.
  • Observe onsite construction and determine if construction elements are being installed, formed, and executed properly.
  • Perform quality assurance tasks – ensuring contractor's work is properly inspected and corrective actions are taken; ensuring materials meet contract; reviewing contractor submittals; resolving conflicts.
  • Monitor the construction contractor’s quality assurance and safety program.
  • Monitor construction progress vis‑à‑vis the project schedule and submit weekly progress reports with recommendations based on the technical review of project documents and field inspections.
  • Perform technical inspections of the electrical elements of the project.
  • Understand and interpret drawings in your discipline and comprehend how it fits with other disciplines.
Requirements

An engineering, architecture, or construction management degree from an accredited university in the United States and a minimum of seven (7) years’ experience on construction projects of similar scope and dollar value to the project supported by this Task Order. Design office experience shall not count toward an employee’s experience. A Professional Engineering License (PE) is acceptable in lieu of a degree.

Overseas experience is preferred.

Professional Engineering, Registered Architect or Certified Construction Manager registration is preferred.

Must possess a Final Secret, Interim Top Secret (ITS), or Final Top Secret (TS) clearance issued by Defense Counterintelligence and Security Agency (DCSA) at the time of proposal. At the time of deployment to overseas OBO construction sites for performance on this contract, employees shall possess at minimum a Final Secret clearance. However, all employees must be able to obtain a Top‑Secret clearance.

  • Knowledge of International Codes.
  • Develops working knowledge of all technical requirements of project.
  • Provides Quality Assurance for ongoing construction project.
  • Reviews contractor submittals and evaluates design calculations and data.
  • Reviews the contractor’s monthly pay request accurately represents the work performed by the Project Contractors.
  • Experience in assessing and responding to Requests for Information (RFI).
  • Maintains project logs for RFIs, Submittals, Quality Assurance Inspections.
  • Evaluates proposed submittal substitutions with engineering implications; makes recommendations to the Project Director.
  • Coordinates the development of Independent Government Estimates (IGEs) for modifications and change orders.
  • Experience in reviewing and evaluating design calculations and data from an engineering perspective.
  • Prepares Monthly Progress Reports and attends meetings summarizing project status, with emphasis on engineering.
  • Knowledge of Construction Safety regulations, i.e. EM 385-1-1, OSHA, etc.
  • Knowledge of Microsoft Suite, i.e., PowerPoint, Excel, and Word required.
  • Other related duties assigned by the Project Director.
  • Solar Energy and Battery Energy Storage System (BESS) background.
