OBRA COORDINATOR/SUPERVISOR - TRAVERSE CITY
This is a management position which involves the development, implementation, supervision, and operation of the OBRA unit of NLCMHA. This position requires the exercise of substantial judgment in these duties and operates with considerable independence under the general supervision of the Network Administrator for Older Adults.
Essential Functions- Responsible for the development, operation and coordination of a major unit within NLCMHA’s operations.
- Carry out supervisory responsibilities in accordance with NLCMHA’s policies and applicable laws. Responsibilities include team participation in the process of interviewing, hiring, and training employees. Conducts supervisory sessions, performance-monitoring activities, and professional development planning for team members.
- Completes performance appraisals and competency assessments per agency standards. Effectively addresses disciplinary issues when necessary. The ability to establish measurable performance standards, and to measure actual performance against those standards; the ability to identify necessary competencies and to assess competency; and the knowledge and understanding of basic human resources policies, procedures, laws, regulations, and union contract requirements are vital to this role.
- Establish procedures for routine monitoring of workflow and promoting staff development.
- Maintain knowledge and uphold applicable Federal, State and County laws and regulations and accreditation and certifications affecting area of responsibility.
- Track and report on a variety of activities and prepare statements, summaries of activities, spreadsheets, database reports and related documents as required.
- Maintain knowledge of the relationship between the administrative function and the overall purposes and programs of the area of assignment.
- Coordinate and/or complete special projects.
- Provide clinical services on an as-needed basis.
- Provide organizational training, education and role models, as appropriate.
- Maintain relationships with NLCMHA, Board committees and its members, including communication and facilitating achievement of the committee/Board goals as designated
- Responsible for the budget and expenditures of the unit as assigned.
- Keep informed of all significant activities, successes and problems of the area of assignment.
- Act as a liaison/consultant to other programs, staff and community.
- Monitor service delivery and impact of service effectiveness as well as consumer satisfaction.
- Become a System Administrator and expert for the new electronic 3877 and 3878 database. Maintain and manage the electronic system which includes identifying Level I’s (3877/78) which need to proceed to the Level II process and triage all requests for assistance with staff, nursing homes, hospitals, and community agencies.
- Triage referrals which include but is not limited to: documenting all other placement options that have been explored; documenting all community services that have been tried i.e., waiver services; ruling out the possibility of psychiatric hospitalization and provide documentation.
- Send “Not SMI//DD Letters” to nursing facilities, hospitals, and community agencies that submitted Level I’s which do not require a Level II Evaluation.
- Develop a tracking system to prompt nursing facilities when the ARR 3877 is due.
- Assign staff to complete the interdisciplinary Level II Evaluation, including making the decision when a psychiatrist is needed for differential diagnosis.
- Ensure the interdisciplinary staff assigned to the Level II are registered in the electronic system and meet the credentials and requirements. (See MDHHS OBRA Manual, Chapter 3, page 28)

- Ensure that collateral contacts are made with the guardian, legal representative, CMHSP agency (if involved), and caregivers to gain their input into the Level II Evaluation.
