This is a full‑time position working 40 hours a week. You may be required to work evenings, Saturdays and Sundays throughout the year as part of the normal work schedule.
Under the general supervision of the Chief Operations Officer, the Digital Equity and Virtual Services Manager manages the Digital Equity and Virtual Services Department. Responsibilities include determining and implementing a technology strategy that ensures BCPL is a leader in transforming the community into a digitally equitable place to work, run a business, and acquire education. The Manager oversees procurement and implementation of emerging and standard technologies, directs the Virtual Services unit, collaborates with key stakeholders to create staff and public training programs, and serves as the primary contact for the library’s internal and external information and communication architecture in partnership with Baltimore County OIT.
- Hire, train, supervise, coach/mentor, and hold departmental staff members accountable to performance expectations.
- Ensure community members have access to technologies, information, training, and infrastructure necessary to attain digital equity.
- Ensure all library staff have access to and knowledge of how to use the technology‑based tools they need to do their jobs.
- Serve as the library’s liaison to the Baltimore County Office of Information Technology.
- Enforce library rules and policies with appropriate authority.
- Provide leadership, guidance, and direction to the Digital Equity and Virtual Services department.
- Participate in leadership, administration, special project, and strategic meetings.
- Represent BCPL at external events.
- Establish and maintain technology and digital equity‑focused relationships with local and national business leaders, technologists, educators, elected officials, and others for the benefit of the library and community.
- Research current and emerging library and general technology, its advancements, and impacts on library work and people’s lives.
- Use library, government, and other data to determine technology and digital equity strategies that best meet county needs.
- Develop business case justifications and cost/benefit analysis for technology implementations and communicate them to key stakeholders.
- Prepare and be accountable for the annual departmental budget.
- Act as the primary point of contact for developing and maintaining the library’s intranet system and external website; the systems are managed by OIT.
- Oversee the development of digital assets.
- Coordinate system‑wide technology projects, such as updates and new technology implementation.
Job Requirements:
- Master’s degree in library science, information technology, or an associated field with five (5) years of related experience and at least three (3) years of supervisory experience.
- Experience using web design and development tools and creating and managing digital content and multimedia technologies.
- Formal training and professional presentation experience.
- Broad knowledge of network operating systems, library software and web platforms, hardware, digital content, and evolving technologies such as extended reality, artificial intelligence, 3D design, etc.
We have a 14‑step pay scale. Internal applicants’ starting pay varies based on their current step on the salary scale. We also offer overtime pay, comp. time, and differential pay.
