A non-merit vacancy exists in the Bureau of Behavioral Health, Department of Health and Human Services.

Non-Merit positions are not classified within the Baltimore County Government Classification and Compensation Plan.

The Behavioral Health Associate provides peer recovery support services to individuals struggling with substance use challenges. Utilizing personal lived experience, the BHA offers mentorship, support, and resources to help individuals navigate harm reduction, recovery, treatment, and community support systems. The role includes community outreach, one-on-one mentoring, assisting with referrals to services, and advocating for participants within the Department of Health and the broader community.

Examples of Essential Duties

  • Provide peer-based support and mentorship to individuals in need
  • Assist participants in identifying goals and accessing appropriate recovery and community resources
  • Participate in community outreach efforts
  • Collaborate with healthcare professionals, social workers, and other service providers
  • Document interactions and maintain confidentiality in compliance with department policies.

Required Qualifications
Possession of a high school diploma or appropriate equivalent
plus
Current Maryland Certified Peer Recovery Specialist or ability to obtain CPRS within one year of hire.

Preferred Qualifications

  • Familiarity with harm reduction, trauma-informed care, and person-centered approaches
  • Experience working in a healthcare, behavioral health, or harm reduction setting
  • Strong communication and interpersonal skills
  • Knowledge of local recovery resources and services
  • Ability to work with diverse populations in a non-judgmental and supportive manner

Licenses and Certificates
Proof of Certification as a Peer Recovery Specialist and Registered Peer Supervisor for those already certified, or the ability to acquire CPRS within one year of hire is required at the time of application.

Possession of a valid driver's license equivalent to a non-commercial, class C Maryland driver license is required at the time of application.

Proof of Certifications
Applicants are required to submit proof of Peer Recovery Specialist and Registered Peer Supervisor Certifications for this position.

Physical and Environmental Conditions
