Engineering Program Manager (Utilities On-Call Contract Manager)
Pay Schedule XII, Grade 1M, Regular
Schedule:
35 hours per week.
This position is located in the Department of Public Works, Bureau of Utilities, Administration in Baltimore County.
Essential Duties- Manage professional and sub‑professional engineers and technical staff
- Develop and implement program policies
- Coordinate work with other agencies and departments
- Administer major capital improvement construction contracts
- Supervise public‑work inspectors
- Coordinate work between contractors, the County, consultants, and other local government agencies
- Perform field inspections
- Maintain records and prepare reports of program activities
- Administer sewer cleaning and inspection contract
- Work with Purchasing to determine requirements for contracts, and participate in the bidding and awarding of contracts
- Determine and plan the budget for future fiscal years
- Help develop an asset‑management plan for cleaning and inspection of the sewer system
- Coordinate emergency work involving contractors and in‑house staff
- Perform other related duties as required.
- High school diploma plus twelve (12) years of sub‑professional engineering experience (additional qualifying education may be substituted on a year‑for‑year basis up to a maximum of four (4) years).
- OR possession of a certificate of registration as a Professional Engineer in the State of Maryland.
Skills and Abilities
- Thorough knowledge of the principles and practices of asset management.
- Knowledge of asset‑management software (preferred).
- Ability to plan, coordinate and manage an engineering program.
- Ability to supervise professional engineering, sub‑professional engineering, technical and clerical staff.
- Ability to communicate effectively with internal staff and external vendors.
Possession of a valid non‑commercial Class C Maryland driver’s license may be required for some positions at the time of appointment.
