OverviewThe State Highway Administration’s (SHA) Office of Traffic and Safety (OOTS) is currently recruiting for a Team Leader (Transportation Design Engineer V) in Anne Arundel County. This position is open to anyone who meets the minimum and selective qualifications listed below. It is a position‑specific recruitment; the list of eligible candidates will be used to fill only this vacancy or function.

The Team Leader will serve as a Licensed Professional Engineer and perform the duties of a Team Leader in the Traffic Engineering Design Division (TEDD). Responsibilities include supervising, managing, administering, and coordinating complex engineering designs for Traffic Control Devices (TCD) and Intelligent Transportation Systems (ITS) statewide. The Team Leader supervises a team of licensed and non‑licensed engineers and consultants, performs design, review, and approval of TCD and ITS designs for multiple projects (areawide, formally advertised, insert, developer, and shop‑force projects), provides guidance and oversight of design and project management tasks, participates in budgeting, processes, procedures, and standards development for TCD and ITS design, and tracks and monitors monthly expenditures for design consultants and construction contracts.
The position also manages one or more programs administered by TEDD, including program coordination, budgeting, scheduling, design task oversight, representation of SHA at meetings, development and updating of program guidelines, and response to program‑related inquiries. The Team Leader assists in training, guidance, and coaching of in‑house designers, technicians, and engineers performing TCD and ITS design.
- Possession of a Maryland Professional Engineer license in the appropriate option; evidence of license must be presented at the time of appointment.
- One (1) year of experience managing engineering projects as a licensed, professional engineer.
- One (1) year of experience in the design and management of Traffic Control Devices (TCD) design and/or Intelligent Transportation System (ITS) design projects.
- Must possess a valid motor vehicle operator’s license in the state of Maryland.
- Proficient in the design and review of traffic control device plans and cost estimates for projects ranging from minor to complex or innovative highway and/or geometric improvement projects.
- Proficient in developing and maintaining project scope, budget, and schedule.
- Expert knowledge of professional transportation engineering principles, federal/state traffic engineering regulations, policies, standards, and guidelines.
- Expert knowledge of standards and specifications for construction and materials used for traffic control devices.
- Excellent written and verbal communication and interpersonal skills.
