Quality Manager – The Q uality Manager is responsible for overseeing the project’s Quality Management System, audits, inspections, and non‑conformance processes to ensure all work meets contract, regulatory, and safety requirements. They act as the primary quality liaison with the client, lead corrective actions, supervise quality staff, and ensure compliance with applicable authority standards.

How you will contribute
  • Develop, implement, maintain, and oversee the project specific Quality Management System (QMS).
  • Lead management reviews and drive continuous improvement of the Construction Quality Management Plan (CQMP).
  • Prepare, review, and implement Inspection and Test Plans (ITPs).
  • Create Quality Audit Plans; schedule and coordinate internal and external audits with contractor parties.
  • Coordinate Independent Quality Audits with the designated independent auditor.
  • Ensure all contractual and CQMP required audits are completed and report findings to the client.
  • Exercise authority to stop any work not performed in compliance with quality requirements.
  • Serve as the primary liaison with the Client on all quality related matters.
  • Coordinate activities demonstrating the CQMP’s compliance with project requirements.
  • Prepare and submit monthly CQMP reports to the client.
  • Maintain required Quality Records in alignment with the CQMP and project standards.
  • Develop and implement corrective action programs for non-conformances.
  • Approve and sign off on Non-Conformance Report (NCR) closeouts.
  • Conduct Quality Orientations for all project personnel and contractors.
  • Supervise quality inspection staff and mentor project and field teams on quality processes and best practices.
  • Ensure compliance with applicable authority requirements.
Education and Experience
  • Bachelor’s degree in Engineering, Construction Management, or a related discipline, or equivalent experience.
  • 8–12 years of experience in construction quality management, ideally on rail/transit or heavy civil infrastructure projects.
  • Strong knowledge of rail/transit construction standards, specifications, and quality management systems.
  • Experience implementing or maintaining ISO 9001‑based Quality Management Systems (training can be provided upon onboarding).
  • Familiarity with regulatory and owner oversight environments typical of public transit projects.
  • Demonstrated ability to lead, influence, and collaborate effectively across multidisciplinary teams.
  • Strong documentation, analytical, and problem‑solving skills.
  • Proficiency with construction management and document control systems.
  • ISO 9001 Lead Auditor certification is an asset.
  • Willingness to work in active construction environments and travel as required.
Working Conditions
  • Site‑based position; personal protective equipment (hard hat, safety boots) required at all times.
